HM MRLS specializes in murdering Soldiers and Mechs. The issue is that there aren't that many places in the game where you need this kind skillset. In Shadow Palace floor 4 where Mechs are common, it's better to use Regina or Rita to debuff them and use a normal damage dealer instead of HM who simply doesn't do enough even with the passive damage it gets.
In PVP it's also useless because if the opponent doesn't use Soldier/Mech decks you basically waste a slot.

- too niche to be worth using in PVP.
