Each time an allied unit deals Hydro damage, this unit gains 1 stack of Lightspike.
Extra Action: 1 action can be taken.
Lightspike: Increases critical rate and critical damage by 5%. Maximum of 8 stacks. This buff cannot be cleansed.

Effect:
When a kill is made or after this unit's Extra Action ends, damage dealt by active skills is increased by 4/5/5/5/5/5%, stacking up to 5/5/6/7/8/8 times by 1/1/2/2/2/3 times. After reaching 5/5/6/7/8/8 stacks, gain 2/3/3/3/3/4 tiles of Additional Movement after active attack.

Review
Tololo is an AR wielder who focuses on doing tons of Burst damage, quickly removing the biggest threats on the battlefield. Her kit allows her to attack twice whenever her Confectance Index (Skill Points) is at max and she starts the battle already like that thanks to her passive - this means she can already abuse it right at the start of the combat.
Tololo has also great synergy with other Hydro characters as every time they attack and deal Hydro damage, she gets a stack of Lightspike buff (8 stacks max which translates to 24% Crit Rate and 24% Crit DMG). This means that you want to pair Tololo with Hydro characters, but on the Global server, there won't be that many options - only Sabrina and Colphne.
Tololo also unlocks her strongest Fixed Keys very early, leading to very good performance in the early and mid-game. Furthermore, she can gain additional utility with Fixed Keys - Anti-heal, Dispel, and Stun - so you can tailor her kit to your needs easily.
As for Tololo's downsides, she relies on having buffs affecting her to make her S2 and Ultimate stronger - if you don't give her enough buffs, it will mess up her rotation, drastically affecting her damage output. Also, Tololo's value in the future will drop compared to how she is currently performing due to her interactions with multi-turn as her downtime becomes more arduous. But at the same time, she will receive both direct and indirect buffs that 'fix' the issues of her base kit - her Mod Key makes her cycle faster as it provides her with additional skill points, and with the release of Springfield she will gain a perfect partner who is a Hydro buffer/sustain.
Has insane burst damage thanks to being able to take two actions per turn,
Her skills have good damage and get better when she has buffs - her passive gives her an innate Crit Rate and Crit DMG permanent boost,
Unlocks her strongest Fixed Keys early on, leading to exceptional performance in the early/mid-game,
Has very versatile Fixed Key options, giving her access to Anti-heal, Dispel and Stun,
She isn’t a dupe-reliant character and works perfectly fine at V0.
Needs an allied Hydro unit to continue to stack her passive - Hydro characters are heavily limited with only Sabrina and Colphne available in Global,
Reliant on buffs for most of her kit to work,
Her Mod Key and best partner - Springfield - won't be available to us on Global for quite some time.
For Global tier list, both SR and SSR characters are rated at V0 (no dupes). For CN tier list, SSR characters are rated at V0 (no dupes) and SR characters are rated at V6 (max dupes).
