Öufi Heathcliff is an identity who inflicts Tremor - Decay type of Tremor.

Tremor - Decay functions and interacts as a normal Tremor however it additionally decreases the target Defense Level by 1 per 4 Tremor Potency, making it in theory very great debuff. As far as Öufi Heathcliff's skill rolls go, at the base, his skills rolls are 11/16/17. With more Tremor on the target, those values go up to 15/20/23 which are very great numbers. His S1 and S2 are very basic. Except for inflicting Tremor potency and count, there is nothing else.

The main appeal of Öufi comes with S3. On the third coin, if the target's combined Tremor potency and count are 20 or higher, Heathcliff will convert Tremor to Tremor - Decay. Öufi Heathcliff clashes with other tremor conversion types, notably Reverb, making him sometimes a risk to use. However, he is still worth running if you're able to trigger Tremor Entanglement first before using his Skill 3.
