Review
Jinchul is a free character available to all players, complete with his weapon, Another Level. This accessibility makes him incredibly helpful, especially for those just starting. His abilities to inflict Break damage, Stun enemies, and provide team Shields significantly enhance his utility in various combat scenarios.
F2P Friendly - everyone has him and his weapon.
Surprisingly decent damage.
Powerful mix of Breaking and Shielding.
He can join your podcasts if you are a Content Creator.
You might have salvaged his weapon.
Needs high investment for 'good' personal damage.
May give you Post Traumatic Summon Disorder,
Jinchul is a jack of all trades that struggled for a long time to find a place in the meta, but not anymore - with the recent balance patch(es) and the addition of Mirei, his talents were finally recognized by the playerbase.
Firstly, Jinchul's Basic Attack now inflicts light Break damage, enhancing his utility in combat. His Core Attack has been significantly improved, now inflicting [Stun] on the enemy with a 20-second cooldown. Additionally, while executing the Core Attack, Jinchul gains [Super Armor], ensuring his attacks remain uninterrupted.
His first skill, Meditation of Power, inflicts small break damage, reduces his second skill cd by 3 seconds and grants the team a shielf based on 2% of Jinchul's defense for 20 seconds. This effect can stack 3 times - and Jinchul can cast this skill 2/3 times for some fast stacking! His second skill, Iron Fist, deals medium break damage and recovers 1 usage of Dash after being used. Both his skills provide Jinchul with [Super Armor], ensuring no enemy can stop his Junchillion damage combos!
The rest of Jinchul's kit doesn't have any special effect at A0, but it's important to note his support skill - when used it increases the number of dashes available by 2 for 20 seconds. The extra mobility can be super valuable, even if you generally want to bring more offensive supports.
Jinchul’s ascensions significantly enhance his abilities. At A0, Dashing grants him a 30% damage boost when using his Core Attack or Skills, while reducing his Dash cooldown by one second. At A1, Mediation of Power grants additional damage and Break Potency, along with an extra charge of the skill, allowing for rapid stacking of his shield. This makes Jinchul one of the fastest Breakers for maxing the Burning Greed set. At A3, whenever Jinchul Dashes, uses Extreme Evasion, or activates his QTE (Judgment), he reduces the cooldown of his skills by two seconds and activates his Core Attack. Using Judgment also triggers his A0 Passive without Dashing and grants a 35% damage increase for seven seconds instead of six. At A5, using his basic attack 4 times will activate his A3 passive, meaning he will reduce the CD of his skills and activate his core attack. When using his Skill 1 Jinchul will increase his defense by 5%, stacking up to 12 times. Yeah, that's a lot of extra defense considering it affects his Shield!
Jinchul's weapon, Another Level, has undergone significant changes, transforming from a mediocre option to a powerful tool in his arsenal. This weapon allows Jinchul to ignore a portion of the target's defense while enhancing the damage of his Skill 1 for five seconds, with the effect stacking up to three times. The most notable improvement is the new effect that increases the Wind damage of other team members permanently after inflicting Break on the enemy. This boost starts at 4% at A0 and reaches up to 12% extra Wind damage at A5.
Given that the majority of this bonus is gained from A4 to A5, it is advisable not to invest heavily in Jinchul's weapon until the weapons of your primary DPS hunters are maxed out. However, once that's accomplished, investing in this weapon can be highly beneficial for enhancing your Wind party's power. With the recent release of Han Semi, the mono Wind team is looking very powerful and is certain to become a staple team in the rosters of every endgame player seeking to improve their elemental coverage.
For gear, it's hard to suggest anything but burning greed. Otherwise, you can run him with Solid Analysis and Outstanding connection to buff up Mirei's damage even more.
If I said yes a week ago you would have probably locked me up in an Asylum, but currently Jinchul is a very solid investment.
The addition of hard mode for Workshop of Brilliant Light brought the wind weakness to the stage, making Jinchul and Mirei a very powerful duo to tackle floor 25. Realistically, you can get most of his utility at A1, but considering how breakers need to also deal damage in the current endgame you can't go wrong with investing in his dupes as they greatly increase his personal damage.
For F2P players, A1 is more than sufficient, granting Jinchul an extra usage of Mediation to Shield your party and further reducing the cooldown of his Skill 2.
For Dolphins, A3 is an excellent middle ground, as it accelerates the cycling of his skills.
For Whales, A5 is the way to go, considering he can get up to 60% defense buff when using Meditation for more damage and beefier shields. At this point you will probably want to A5 his weapon as well to provide more support to Mirei, especially considering at this time we don't have a dedicated wind buffer for her - Park mostly buffs her Ultimate damage and power gain, so every extra help from Jinchul helps.

Build info
Woo Jinchul can be equipped with the Burning Greed set that you can obtain from the Workshop of Brilliant Light. As a Breaker, Woo Jinchul can make use of the set and in most cases, it will perform better than the normal sets (4 piece is minimum, but you want all 8).
Important! The other 4 equipment pieces aren't listed here as they always come with the same main stats. Also, early on Flat main pieces may perform better, but long-term you want to focus on percentage stats.
Those are the stats you should focus on when building Woo Jinchul. So search for them on your sub-stats as a priority.
Defense
Defense Penetration
Wind Damage
For SSR characters, you always want to use their Signature/EX Weapon - they are simply the best for them. Until you obtain the signature weapon, just use the options listed below. The priority is set from left to right. Also, If you have a Signature/EX weapon for a Hunter that is not in your team you can consider using it for the raw stats alone - as long as it matches the character.
