Destined Promise

Baizhi can hold up to 4 "Concentrations". Baizhi obtains 1 "Concentration" for every Basic Attack on hit.
Harmonic Range
When Baizhi casts Resonance Skill Emergency Plan, You'tan generates a field of Euphonia that lasts for 15s.
ATK of the Resonators who picks up Euphonia is increased by 15% for 20s.

For every Heavy Attack on hit, Baizhi restores HP to the nearby team member with the least HP equal to 0.25% of Baizhi's max HP.

Incredible supportive Outro, granting all-type DMG Amplification which is not lost when switching;
Good healing enabling for good survivability, especially with Sequences involved (which can also buff Glacio DMG at S6);
Very universal buffs, enabling her to slot into most teams;
Is effectively a free character;
Can grant the team a cheat death ability after unlocking S5 in the form of a full heal to the character that would have suffered fatal damage.
Is in direct competition with the very similar but superior Shorekeeper and Verina, the former of which provides more significant buffs and the latter of which has a much shorter rotation time;
A lot of her buffs aren’t compatible with Coordinated attackers;
Picking up her Euphonia buff can make rotations awkward and be annoying;
Rotations can get longer due to being close to static when attacking, sometimes forcing dodges;
Close to all of her attacks have a slight delay due to her pet needing to perform attacks for her.
Baizhi is a 4 star free Glacio Rectifier Support that brings a wide array of buffs and healing utilities for her teammates, filling a niche that is necessary to have in any meta team composition. This alone is enough to make her a viable character; however, it is worth nothing she has a lot of specifics to her kit. For one, her buffs only apply to one team member at a time, making her incompatible with coordinated attackers. But it gets more complicated than that.
Her Forte gauge can accumulate up to 4 stacks, each generated by performing one of her Basic Attacks. It can be depleted one of two ways: with her Skill, or her Heavy Attack. Depleting this Forte bar is not only necessary to her rotation as it generates a big chunk of Concerto energy, enabling her to trigger her Outro skill buffs as soon as possible, but it also regenerates health every 2 seconds for any character that is on the field. Meaning the healing applies even if you switch to a different character than Baizhi.
Her Resonance Skill calls her companion You’tan back to her, which pulses Glacio DMG around herself after a short delay while simultaneously healing her whole team. Depending on the amount of Forte stacks you have, this can generate a lot of Concerto energy.
Her Ultimate generates a good chunk of Concerto energy as well while healing her whole team. But that’s not all: periodically, a total of 4 (6 at sequence 4) Remnant Entities are launched at an enemy every 2.5 seconds, providing damage and healing, counting as a Coordinated Attack.
Finally, her Inherent Skill 1 is very useful as it provides a 15% attack buff to any character who picks up the Euphonia her Resonance Skill generates for 20 seconds. This Euphonia appears as a feather on the ground, which can be picked up by a single character who sports the buff, which persists upon switching out. However, as only one character can receive that buff at a time, making sure to pick up that buff with your Main DPS given every character teleports in front of their enemy when casting their Intro Skill can prove to be quite tricky. It is therefore recommended to swap out to your Main DPS after casting your Baizhi’s Resonance Skill and to go pick it up to make sure they are the one sporting the buff. Hence, hybrids with long rotations aren’t recommended with the character, as the shorter your hybrid’s rotation is, the more your Main DPS can utilize that buff.
In the meta, this places Baizhi in an awkward position: while she provides Coordinated attacks, she isn’t compatible with other Coordinated attackers, meaning she isn’t good in Jinhsi teams that typically run two. Her rotation is not as fast as Verina’s and her buffs aren’t as potent as Shorekeeper’s, who she shares similar field time with; hence, there is no reason to privilege Baizhi over the two 5 star generalist support options; lastly, her Euphonia buff can simply make her uncomfortable to play and can see players forfeiting the buff altogether or forfeiting the character altogether.
To summarize, Baizhi is a character who has the potential to provide many buffs to one character she switches into at a time, but due to her mid-length rotation time and good, but not crazy buffing potential, she falls short to the 5 star generalists, who do everything she does, only better. Her awkward rotations if you wish to capitalize on her buffs don’t do her justice, but she remains a good free generalist option close to any team can run and be completely fine with.
This tier list assesses characters based on their combat potential in Wuthering Waves current most demanding content Tower of Adversity (ToA). ToA is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, strong Echoes and good Weapons. This mode offers a reasonable mix of Boss encounters (single target), Elite packs (2-3 targets) and AoE scenarios (5+ Targets), allowing multiple characters to find a niche but in the end, there's a bias toward single target focused characters at the top-end.
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

Best Echo Sets show the best sets that support the main character playstyle and work out of the box while the Special Echo Sets either are situational, support an alternative playstyle or are targeted toward min-maxers. The percentage numbers showcase the relative DPS increase when you take into account the set bonus only. For some characters there's no DPS (or its equivalent) available and in that case we listed the sets in the order of priority.
Important! The 2.0 introduced quite a lot of new Echoes and we need more time to properly test out all of them (especially considering the past bugs related to them that made some stronger, some weaker). The builds below are provisional and we will be updating them over the next few days as we do our testing - so before you use all your stamina on the new Echoes, please have a bit of patience.

2 Set: Healing increases by 10%.
5 Set: Upon healing allies, increase ATK of the entire team by 15%, lasting 30s.
Offers a 10% unconditional Healing% boost and an most importantly a 15% ATK% boost for the entire team, lasting 30 seconds whenever you heal yourself or any of your allies. This bonus can be triggered by character abilities and weapon effects, is easy to keep active 100% of the time and is a big help for all party members.

2 Set: Energy Regen increases by 10%.
5 Set: Upon using Outro Skill, ATK of the next Resonator increases by 22.5% for 15s.
Offers a 10% unconditional Energy Regen% boost taking some pressure off your gear when aiming at ER breakpoints. Also upon using Outro, grants the next character switching in a 22.5% ATK boost, amplifying any of your main damage dealers burst windows.

Important! CRIT DMG has base value of 150% and Energy Regen has a base value of 100% when you check them in game. The recommended values below don't include the base value but rather show how much on top of it you need to obtain.

Baizhi does not generate much Resonance Energy of her own but has an ultimate that speeds up her concerto generation and heals the team a moderate amount making it desirable to acquire whenever possible.
The result of this is that Baizhi relies on her team generating much of the energy she needs through the 50% team-wide energy share, however, she still needs a tremendous amount of ER even with that to achieve the 175 energy cost of the ultimate.
To meet this cost we recommend getting as much energy regeneration as possible on gear, with 100-110% being a comfortable amount to access the ultimate quickly.

Below you can find optimal rotation (or rotations) for Baizhi. When selecting the rotations we prioritized achieving 100 Concerto as fast as possible and once that condition was fulfilled, we focused on maximizing the damage output. As or if new and more optimal rotations are found, we'll update the characters calculations as needed.
Concerto weapon cuts down on the final amount of basics you have to do, hence it’s best to equip on Baizhi for overall Team DPS (you want to spend the least amount of time on her). If you don’t have your intro skill, add an extra basic attack.
This rotation isn’t always going to repeat itself as you will have stacks built up from previous rotations. Use skill whenever you’ve built 4 stacks, and heavy attack if you don’t have skill. It should make this rotation faster than what’s on paper here.
