Transcendence is a new system introduced in the anniversary patch in KR/JPN. It increases the level cap from 125 and every 5 levels you will unlock a new passive. Big thanks to alicanli09 who gathered the information, translated it and shared it with us.
Charlotte is a powerful debuffer specialized in increasing her team's damage.
Her skill 1 is a single target attack granting Charlotte an extra 30% [Increased DMG Dealt] when hitting a target with a [Mark]
Her skill 2 applies a [Reduced DEF] to all enemies and has a 50/100% chance of inflicting a [Mark] on the target. Charlotte's skill card simply adds an extra 10% potency to the [Reduced DEF] debuff. Charlotte's Special attack hits every enemy and inflicts a [Reduced ATK] debuff for 2 turns. It also has a 40% chance of inflicting [Bleed] for 2 turns. Her combined attack inflicts [Incapacitate] on the target for 1 turn, increasing their damage taken by an INSANE 70%.
If you are pairing Charlotte with Sol, she will use her United attack instead, attacking after giving herself a 30% [Increased DMG Dealt] if the enemy has a Mark. Frankly, her normal combined attack is so powerful you'd be hard-pressed to find a reason to use her united attack. Her LR passive inflicts a 20% [Reduced DEF] debuff on the enemy for 2 turns when they are inflicted with a [Mark] debuff.
Her gameplay is pretty simple, acting as a damage amplifier against bosses. She can reduce the enemy DEF in a lot of ways, coupled with her [Incapacitate] debuff that can setup tremendous burst windows. A great asset to every player considering she is given away for free, just make sure to increase her skill 2 to level 4 to max her chance to inflict a [Mark] on the enemy. Be careful of enemies that can clean debuffs or have consecutive turns, as it can put you on a thorny path.
At E2, Charlotte gains a 2.5% [Increased DMG Dealt] buff when hitting an enemy with a [Mark], amped up to 5% when at E5.
Her personal damage is not that important, meaning she doesn't really need dupes.
Her skill page gives her a bit of extra [Reduced DEF] when using her s2. It also comes with a 35% chance of inflicting 10/20% [Reduced CRIT Res] on the enemy for 2 turns. Considering Charlotte mostly uses her Skill 2, you wouldn't replace her skill page with Rill's so it's often her best choice. It's not a game-breaking update, meaning everything goes, can use SR magna skill page instead for extra accuracy.
While Charlotte can be used in PvP as a damage amplifier before nuking, it's a bit difficult to find a place for her in the current meta due to other units providing similar debuff capabilities (like Halloween Noelle) without needing to act.
The addition of Witch Queen will give Charlotte a new home if you are lacking units for a Mono Power team, but there are better options there like Golden Dawn Yuno and/or S4 Charmy. That being said, you are already building her for PvE so you can currently find use of her in the lower leagues coupled with speed boosters like Valtos or Finral.
