Season 2 Charmy is an interesting Technique healer that specializes in Continuous HP Recovery, also known as healing over time.
While her SR version could provide a significant heal to a single target (or the whole team with her basic attack), S2 Charmy provides the team with good defensive buffs and a significant HP recovery buff that will shine depending on the stage of the game you are. It's also worth noting that Charmy's heal scales on her max HP, allowing you to build a very tanky support that is difficult to kill.
The main perk of Continuous HP recovery is that you do not need to wait for your support to take a turn in order to get healed, since it will automatically apply at the beginning of the unit's turn. Coupled with her defense and crit resistence buffs, Summer Charmy can help your units survive burst damage and provide them with ways to recover HP back, great for units that can manipulate their combat readiness or get extra turns. At the same time, her main weakness is that she cannot heal immediately, meaning that if your team is not tanky enough you could easily lost the fight.
Charmy's Enhanced Passive provides a very effective solution to the issue outlined above - she will recover the HP of the ally with the lowest HP at the end of an ally's turn. This can lead to ridiculous amounts of HP healed and makes a highly invested Charmy a nightmare to face in arena.
His skill card provides her reduced damage received buff as long as her HP is 90% or higher. Considering Charmy wants to survive burst damage and heal back her allies overtime, the skill card works very well with her kit. The extra crit resist buff that the skill adds to her Shaved Ice skill is..icing on the cake, pun intended.
Charmy is a very annoying unit to deal with on pvp due to her HP focus and her skill card. The addition of S3 Charlotte to the game makes her even more annoying, as mono-technique teams can silence the enemy team for a turn and she fits in perfectly.
