Transcendence is a new system introduced in the anniversary patch in KR/JPN. It increases the level cap from 125 and every 5 levels you will unlock a new passive. Big thanks to alicanli09 who gathered the information, translated it and shared it with us.
The Wizard King himself, Julius is a Technique mage who focuses on manipulating time and dealing insane amount of damage to the enemy: all his skills, in some capacity, are tied to the concept of time and he has one of the few guaranteed stuns in the game tied to his special skill.
Going into detail, his skill 1 will decrease the target's stamina by 5% and grant 5% increased stamina to his allies. His 2 is a bit more complicated: it can inflict [Time Stop] on the target for two turns and buff Julius speed, but having his skill page adds a devastating extra effect. With his skill page, Julius will set the target's stamina to 0 and also has a 60% chance to decrease the stamina of the whole team by 10%. Yeah, it's a very loaded skill.
Lastly, his Special Skill two is able to inflict a guaranteed stun on the target, while also decreasing the target's stamina by 20%. It also has the nice perk of giving you an extra turn if it kills the target, making it terrifying on PvP to quickly defeat the enemy team.
His unique passive gives him 3% extra damage every 15 points of speed, and he gets a 10% special skill damage buff every turn, up to a 50% bonus damage.
He is a very strong damage dealer that can control the flow of the battle and one of the safest investments you can do in the game.
Julius passive at E2 gives allow him to return from death once per battle, giving him back 45% of his max HP. If he is at E5, he will regain 100% of his HP, making Julius extremely annoying to deal with in PvP. The dupes obviously help him in PvE as well, since he can help new players clear content much easier with the extra life. Also, his dupes improve his Speed stat, helping him act earlier in battle and buffing his damage thanks to his passive.
Realistically speaking, there's no situation where you wouldn't run Julius skill page. The extra effect on his Skill 2 is frankly overpowered, and the card is also a generic All Atk increase, making it perfect as a filler on a lot of characters if you are not using Julius in your team. If you need to use a different card, you can use Blue Fana's or Breath of Darkness to buff up his damage, but it's well worth the chase.
Julius is an insane unit in PvP, since he can rewind time for an enemy, inflict significant single target damage and can provide unexpected comebacks thanks to his revive. The addition of S3 Charlotte makes him even more powerful since he obviously is a perfect fit in mono technique teams, but he can perform well in virtually any team.
