Transcendence is a new system introduced in the anniversary patch in KR/JPN. It increases the level cap from 125 and every 5 levels you will unlock a new passive. Big thanks to alicanli09 who gathered the information, translated it and shared it with us.
Dressing up as a little devil, Halloween Noelle joins the fight as one of the most spooky enemies you may encounter, bringing a LOT of debuffs.Her skill 1 will inflict [Extend Debuff Duration] for an extra turn of debuffs, while also decreasing the target's SP by 1.
Her skill 2 will inflict M.Atk down on an enemy for 2 turns, inflicting Taunt on the target and also [SP-1] to the whole enemy team. If you have her skill care (as you should, but we'll talk about it later!) she will also [Block HP Recovery] on the target for 2 turns. That's a lot of debuffs!
Her special skill is also single target, inflicting [SP-3] on the target, removing all [Buffs] and, on top of it, inflicting [Weapon Disarm] on the unlucky victim for 2 turns. Her Combination attack will remove a barrier from the target before attacking.
Lastly, her LR passive will reduce the attack of Attacker-class allies by 40% for one turn at the start of the battle.
Normally, we'd talk about dupe passives in the dedicated section, but Halloween Noelle is an exception: her E2 passive also adds a 30% [Increased Damage Taken] debuff on the WHOLE ENEMY TEAM at the start of the wave. She is going to decrease the damage the enemy team deals and increase the damage they take just by existing, and her debuffs are extremely annoying, being able to taunt, strip all buffs and cripple All Attack as well as Magic Attack with her skills.
Any player remotely into PvP should pick up Halloween Noelle and we strongly suggest getting her E2 passive to get the most out of her kit.
As mentioned in the general overview, getting Halloween Noelle to Enchantment 2 unlocks the passive that gives her a spot in virtually any PvP lineup. Having a 30% damage increase on the whole team opens up so many burst plays, especially if you have units like Season 3 Fuegoleon. Her Enchantment 5 passive will give her the ability to remove any [Continuous HP Recovery] on the enemy team. Overall, not as much of a priority but absolutely brutal in the right scenarios, like when facing a beefy S2 Charmy.
Halloween Noelle will inflict [Block HP Recovery] on the target when using her Skill 2. This is nice, but the real reason to run it is due to the passive skill, giving a 20% (up to 100% when maxed) chance to inflict [SP-1] on the enemy team. This is one of the most annoying abilities to face, as if you can't get rid of Noelle quickly she will cripple your team simply by existing and getting attacked with AoE attacks, and her taunt will make it even worse.
If Lucifer reigns over hell, our little devil Halloween Noelle is reigning over PvP.
She can fit in virtually any team and she has the added bonus of being Technique - this opens up even more possibilities, as you can pair her with S3 Charlotte, Julius and William to also inflict Silence on all the enemy team for one turn, limiting the enemy options significantly. It's tough being Summer Noelle right now, as Halloween Noelle is one of her worst enemies, given she can taunt her and severely reduce her damage potential between the Matk debuffs and the normal attack debuffs.
