Transcendence is a new system introduced in the anniversary patch in KR/JPN. It increases the level cap from 125 and every 5 levels you will unlock a new passive. Big thanks to alicanli09 who gathered the information, translated it and shared it with us.
For being disloyal, Rhya is sure one of the most dependable units in the game for one thing in particular: nuking bosses.
His skill 1 will hit all enemies and, if Rhya has a Buff on him, will be followed up by an [Extra Attack] dealing 30% of his ATK/Matk as damage. His skill 2 is a single target attack, copying 2 buffs from the target. If you are running Rhya's skill page he will also dispel two buffs from the enemy.
His Special Skill is a very powerful single target attack, dealing an [Extra Attack] for 70% of Rhya's ATK and Matk if he has two or more buffs on him. Additionaly, he gets 15% [Increased Damage Dealt] for every buff on him.
His combined attack will hit all enemies and will grant Rhya a 15% [Increased DMG Dealt] for the attack as long as he has a buff.
If you are playing Licht with Rhya, they will unlock an United Attack that will hit all enemies. Rhya will copy 1 buff from Licht before granting himself and his partner an [Increased All ATK] buff. His LR passive simply gives Rhya a 15% HP recovery buff (once per wave) when a buff expires for the first time.
Considering he is not reliant on dupes or his skill page, Rhya is pretty much ready to nuke right off the gate, provided you can give him the proper gear and suitable team mates. Having him will make your bossing experience much easier and more enjoyable, and he's also invaluable in some tower stages. If you don't have him one of the prime targets of Standard Mage selection tickets, if he's included like in the current Bond Ticket event.
Rhya gets 2.5% Atk when a [Buff] expires, up to 3 times at E2. The bonus bumps to 5% at E5. He is not a character that needs dupes to function, but if you do get dupes his enhancements bonus provide a little bit of attack, that never hurts.
Rhya's skill page doesn't add much to his kit. You would rather run any [Increase ALL ATK] Skill page on him instead, or Leopold's Skill Page if you are sure he won't get damaged. Considering his prime objective is bossing, Breath of Fire is also a good alternative
While you can see the occasional Rhya in pvp - especially when paired with Licht - you probably shouldn't try to play him in PvP.
If you do play him in PvP, try to run Rhya with units that can provide him with buffs and counterattack, considering his skill 1 is AoE and could chip down the enemy's HP enough to go for the kill.
