When Stella deals DMG to a target (except for her Talent) whose Stasis has not reached 50.0% of its Max HP, she deals an additional 120.0% ATK (Piercing DMG). HP lost from this DMG becomes additional Stasis. When a unit with Stasis is defeated, Stella casts her Special again on the enemy with the most Stasis.
Additionally, her next Ultimate costs 1 less Bloodsoul.
Stella's DMG increases based on a target's Stasis, up to a maximum of 30.0%.

After battle begins, Stella becomes untargetable and Teleports behind the farthest enemy, dealing 1500.0% ATK (Piercing DMG) and setting them as her target.
When Stella's HP is below 50.0%, this skill will be cast again on the enemy with the most Stasis, triggering at most once every 8 sec.

Stella Teleports to a select location and becomes untargetable, then rapidly casts Blade Barrage, dealing 8 hits of 172.0% ATK (Piercing DMG) to all enemies within close range.
Review
Stella is a PVP-focused Assassin that is the first character to specialize in dealing Piercing damage. Compared to Physical and Magical damage, Piercing damage ignores a portion of both Physical and Magical defense while also dealing additional damage to Shields. However, it comes at a cost - it's only affected by the All DMG buff, which limits the number of supports that work with Stella (but she does benefit from characters who debuff Magical DEF or Physical DEF).
Let's go over her kit.
Her Passive is the core of her kit and introduces a new mechanic - Stasis. Whenever Stella deals damage to a target, she inflicts Stasis on them that basically 'locks' part of their HP - you can't remove the effect, nor can you heal past the Stasis threshold. This basically means that she reduces the Max HP of enemies, making it easier to kill them and preventing them from being healed (past the Stasis threshold). On top of that, whenever an enemy who is affected by Stasis is killed, her next Ultimate will cost 1 less Bloodsoul, and she can instantly use her Special skill. This effect can trigger against summons too, and those are very popular in PVP due to the level 5 effect of the Chronometer artifact.
Stella's Special allows her to teleport to the farthest enemy at the start of the battle, dealing massive damage to them. And if her HP is below 50%, she can trigger the skill again, and this time it will target the enemy with the most Stasis on them - but keep in mind that the second trigger can only activate every 8 seconds. If you manage to keep her below 50%, her damage output will increase by a lot thanks to the second trigger.
Lastly, Stella's Ultimate allows her to teleport to a location of her choice, where she deals AoE damage in a small radius around her while becoming untargetable. The Ultimate not only gives her some AoE damage and helps with bursting down targets, but what's more important is that it allows her to reposition herself when needed.
Overall, Stella is decent DPS that can help you with targeting the backline in PVE, but other units can fill a similar role without the risk of dying - for example, Dalcarlo, who can not only kill the backline, but also CC and debuff them. Against bosses (especially those that spawn monster or summon things), her damage is actually really good, but only if you don't have Timeless Aiona - still, this can be said about any DPS in the game, and since there's content where you need multiple teams, you might find some use for Stella, but pulling her just for that doesn't feel worth it. Especially that she's not a limited character, and you can add her to the Wishlist once her banner ends.
That's why, currently, you will mainly use her in PVP, where she can be used as a 'counter' to Timeless Aiona and the summoners that are commonly paired with her - but this heavily relies on the enemy team position, as Stella can only target the backline at the start.
Good single-target damage output - both burst and consistent,
Stasis makes it easier to deal with teams that abuse healing,
Her passive can also trigger when killing summons, lowering her Ultimate cost and adding more damage (as she can instantly use her Special),
Hard to kill with the teleports that make her untargetable.
Piercing damage doesn't benefit from Physical/Magical DMG buffs (only All DMG works),
No support for either Piercing damage dealers or Stasis currently,
While she's PVP focused, there are some counters to her playstyle that punish every Assassin - mainly defensive positioning where the carry is protected in some way.
