PSA: Treasures are called Favorite Items in Nikke now. However, they were known as Treasures before Shift Up decided to change the naming scheme. We use both of the terms Treasure and Favourite Item in our guides, but they are the same thing, so do not get confused!
If we were to rank Favourite Item releases, Poli would probably top the list in the worst Favourite Item released. The improvements that they try to give Poli make so little impact that we were genuinely worried on how to write a review based on these additions to an already barren kit. Still, we will try our best to put out a short review for her.
All of Poli’s changes to her kit can be described very briefly, as an additional skillset surrounding a new ability of hers called ‘Police Badge’.
This ability creates a shield that protects herself and ONLY herself for the first 10 seconds of the stage, after which this shield expires. If Poli is the B2 for the team’s first full burst, assuming normal burst generation, Police Badge will expire earlier (as soon as Poli bursts). Once Police Badge expires, Poli heals herself for 5 seconds. If Poli was the first burst, she gains indomitability for 5 seconds as well.
There are two things to note here. The first being: Keep in mind that her Police Badge shield is not an individual shield given to all allies, but a huge shield for Poli only. No allies can be saved from this badge, except in PvP against certain teams.
The second thing to note is that once Police Badge expires, it will never activate again. It only lasts 7-15s, that too only at the start of the stage. To us, this clearly shows that Shift Up gave up on improving Poli for PvE and instead tried to boost her PvP performance. Yet, she showed no improvement in any area.
PoliTr can be expected to be used in PvP only, she is NOT a PvE unit by today’s standards at all.
In PvP, there is still a huge caveat to keep in mind. Since Poli will provide a shield at the start of battle, it means that she will provide enemy RLs with additional burst generation. This is because shields act just like cover, and count as a hit.
NO. We do not recommend getting her Treasure. If you do get her doll at SR15, we might even urge you to not do her FI missions, since they might hinder her PvP performance against most teams. Only get her treasure if you have a proper plan in mind on how to use her effectively and have planned out a few teams to use her in.
We find Poli’s additional skills to have little to negative impact at all to her performance. We think of normal Poli and Favorite Item Poli as the same unit. Hence, PoliTr’s ratings will remain the same as her normal version.
To give a quick overview of her expected performance since Poli does not have an initial release review on the site now: In terms of meta, we do not think of Poli as meta in any content. In PvE, she is sort-of usable as a super early game unit for players with little to no meta units available to them, but remember to pair her alongside another B2 unit since she is a 40s cooldown B2.
She may eternally be used as a B2 in PvP for the SG spam team, where 5 SG units are used to bruteforce and kill the P1 or P5 unit depending on whether the team is used for DEF or ATK. You may put her in P5 to protect against defending shotguns, but you better make sure that Poli isn't P1 or P2 going up against RLs, since she can boost their burst gen severely.
As a Defender, gear and OL are not really important to her (because eventually, all gears will contribute too little compared to stat gain per level, and OL %Def sucks). You can OL her for some CP padding if you like..
Essential: -
Ideal: -
Passable: 4× ATK, 4× Elemental Damage
Priority: Low (PvP)
We do not recommend splurging on Poli’s skills at all.
Same as normal Poli.
PoliTr needs SR 15 for Treasure. You have no choice.
Provides an extra shield to herself at the start of the stage only.
Provides herself with indomitability for 5 seconds (can only be activated once).
A huge resource sink (SR15 doll) to gain basically nothing.
Still the same old team shield, no individual shield, and the new shield only affects herself.
Her niche is in PVP, and Shift Up clearly tried to improve her in PvP by giving her new abilities that work for a total of 15 seconds max (and that is with ability times combined together), never to be activated again in a stage - yet even in PVP you can just ditch her without any consequences. She is literally not needed in the meta. Waifu only unit.

More info:
This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.
For OL targets and order of acquisition, we decided to divide the target effects into several categories.
Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.
