A Nikke acting as a new mechanic in Unlimited, which is the squad with an only drawback of continuous malfunctioning equipments. She boasts a plethora of theoretical knowledge, but lacks practical experience, which invariably leads to various mishaps. However, as an out-and-out extrovert, she is slowly but successfully fitting into the squad.

Can you give a brief summary about this unit?

The notorious Shotgun team - one that used to be the most hated team for players to use - not because of their difficulty in playing, but because of Tove’s RNG. The infamous 5% brought such a terrible experience that most didn’t even want to try using the Shotgun team - malding that run could cost as much time as other 4 runs.

But rest assured, Treasure Tove is here to fix all your past problems. It brings the most important QoL to her: Tove’s S1 is no longer RNG but shot-based now. This is the reason why we can’t wait to deliver this review as soon as possible to you - especially after we and so many high ranking players tested her in the previous Solo Raid - Hologram Kraken.

Should I get the Favorite Item for this unit?

YES! She should be the top priority to upgrade in Season 4 of Favorite Items. She performs well even with just Treasure phase 1 (which all previous Treasure Nikkes don’t), and only has a bit more gain on treasure phase 2 and 3, making her power go online very soon.

Kit Analysis

Phase 1: Changes Skill 1

Tove changes her S1 from triggering with 5% chance to every 25/20/15/10 shots. This change is HUGE and we recommend you finish her treasure as soon as possible, for this change doesn’t consume any Special Treasure’s material. With this, Tove will NEVER drop stack, no matter which skill level. Let’s do some simple math:

  • 25 shots will take Tove 2s to shoot

  • Even if she reloads, it takes 1s.

  • Her buff lasts 5s.

As you can see, unless the boss jumps off screen for too long, Tove can’t drop the stack on auto. This removes completely both the OL requirement (ammo) and RNG retrying compared to original Tove. In fact, raid-wise, among all 13 treasures currently, Tove is one of the most important Nikke beside Helm to put Treasure on, with highest priority for it changes her gameplay + investment completely.

Still, we suggest leveling up this skill to lv 7 at least to lower the shooting condition to 15, so your first full burst will have max 3 stacks after 4s. Lv 9 is still the best, of course.

Phase 2: Changes Burst Skill

The change in phase 2 is nice, mostly supporting her burst’s buff to either last forever on CDR comp (as we saw in Hologram Kraken) or enough through full burst extension (with Bunny Soda). This makes Tove even better in buffing, and the cost is acceptable (around 18 days doing Outpost missions). Not as game changing as S1, but still a nice upgrade.

Phase 3: Changes Skill 2

Tove only gains a small crit buff with this change, so it’s whatever. The cost is terrible, so you should look at other Treasure Nikkes first before finishing Tove’s phase 3 (35 more days after phase 2). There’s a change in description, but as we tested, it doesn’t affect anything more than original skill. K still shoots as slow as was possible although she changes to SG during her burst.

Usage Analysis and Tier List

Campaign (LD): S | Campaign (HD): A

Tove is one of the most solid and reliable buffers especially for campaign. Her buff has insane ATK value (equals Red Hood’s B1 which has 40s cooldown), extremely rare Attack Speed, which makes her team be able to offset a lot of stat penalties… except she only supports Shotgun! The problem is not Tove, it’s that we still haven’t had any decent high tier SGs in Campaign, and that’s why, for the time being, Tove needs to stay in the lower tiers. Imagine if we had Cindy or even Rapi level of damage as SG.

Bossing - SS

In contrast to Campaign, Tove treasure version has a very high position in ranking. This actually doesn’t change much compared to normal Tove’s position, because instead of retrying 50 times for a maybe decent small down time without stack, you can enjoy max stack Tove from the very start. Other parts remain unchanged if not better than the original Tove.

PVP - A

Funnily, due to how reliable Tove’s S1 is now, you can actually burst Tove with 3 stacks if your team speed is higher or equal than 2.5 RL (30 AR shots). This gives your SG team, mostly B.Soda, 71% ATK buff, along with 42% AS. This should help Soda wipe most teams, and can follow up and kill the rest with strong, fast auto attacks.

Investments

Gear Investments

Thanks to the change in S1, now Tove doesn’t need any specific OL. We still recommend overloading her gear to buff her Base ATK. She’s a supporter with meh modifier, so you don’t have to chase any DPS OL on her, unless you are a nut for water raids.

  • Essential: -

  • Ideal: 4× ELE, 4× ATK

  • Passable: Hit Rate, Crit Rate, Crit DMG, Max Ammo

  • Priority: Low

Skill Investments

The reliable change only affects her OL requirement, you still need to upgrade her skill to squeeze the most out of her.

  • Skill 1: 3/6/9

    • A good start is level 3 to reduce her requirement from 25 => 20 so you don’t have to hold your first FB too long. Lv 6 will change her ammo increased from 1 => 2, and at level 9 her shot requirement goes to 10. Yeah, Tove is an odd ball.

  • Skill 2: 7/10

    • To be fair, Attack Speed has some check points, but over the long run, it goes quite near to the face value. Just try maximizing this skill as soon as possible.

  • Burst Skill: 4/7/10

    • Higher burst skill = higher ATK. Sadly, there’s no leeway here, just go as hard as you can.

Cube Investments

Just slap whatever you want on her for a stat stick. She deals unimportant damage anyway. Resilence, Bastion, Destructions are options for PVE and Resilence, Bastion, Vigor, Tempering are options for PVP.

Doll Investments

Tove doesn’t need any dolls. You can slap a R on her and it’s fine… until you realize you MUST level her SR doll to lv 15 to treasure her. So yeah, meta priority, bite your lips and go for it.

Pros

  • Currently the best support unit for SGs.

  • Considered to be a high potential unit for the Top 5 Teams of any Solo Raid.

  • Grants one of the highest and longest ATK buffs for a 20s Burst I unit.

  • ATK buff is based on caster's stats, so it works well for defenders/supporters as it does for attackers.

  • A huge max ammo buff with high uptime, in spite of RNG.

  • Attack speed is a rare buff, so its benefits are unlikely to be diluted.

  • The perk Emergency Bullets allows unlimited shooting with high Max Ammo OL.

  • NO MORE RNG! YAY!

Cons

  • ATK buff is based on caster's stats, thus slightly weaker for attackers, and requires gear investment

  • Most buffs are designed only for SGs, and to make it worse, SG has a limited range and large spread, making them awful in most PvE content

  • Max Ammo conflicts with SAnis' last bullet gimmick, so they can't be paired together without sacrificing some of her kits.

  • An expensive late-game unit for maximizing damage in Solo Raid since building her alone is not enough, you need to build specific DPS designed for her as well; all the while she does not offer much in return for other game modes.

Investment Tips

Skill Investment

Here's the explanation for all the numbers and colors used in the guide:

  • 10/5/7 means upgrading Skill 1 to lvl 10, Skill 2 to lvl 5, and Burst Skill to lvl 7,
  • Yellow means the immediate investment when u get the unit. There are 3 reasons for this:
    • If the unit is Meta or High Priority, it will have a starting investment of more than 1/1/1 (such as 4/4/4) depending on what the unit provides.
    • If the unit is Medium or Low Priority, 1/1/1 will be mentioned, meaning no immediate investment is required, and you can invest in this character if you need to use it according to the priority listed.
    • If we deem that a unit does not have usable skills to be meta for any gamemode, no investment will be mentioned.
  • Blue means minimum investment to take advantage of the Nikke's skills. There are 2 reasons for this:
    • Sometimes, minimum investments are breakpoints such as for Noir or SAnis.
    • Sometimes, minimum investments are just the ideal way to progress to upgrade that unit, before moving on to Recommended and High.
  • Red means recommended investment for F2P players,
  • Purple means maximum recommended investment, in order to get the best out of the unit. You should only try to reach these investments if you have a surplus of Skill Books leftover.

More info:

  • The skill investment list below features a lot of Level 4 and 7 because they are easier to understand. Any higher levels will cost a new type of resource.
  • However, you may choose to upgrade to Level 5 if you need a stronger effect instead of 4, as the increase in Blue Manual cost from Level 4 to 5 is still low. The leap only starts from Level 6 onward.
  • There is also a leap from Level 3 to 4, so if you want to save a tiny bit of Blue Manuals, then leave at 3 instead of 4.
Gear Investment

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.

For OL targets and order of acquisition, we decided to divide the target effects into several categories.

  • Essential: With all gear combined, your unit must have the roll(s) prescribed as a minimum requirement. Example: Charge Speed on Alice. You cannot compromise on these rolls.
  • Ideal: These rolls will improve your unit's performance significantly. Aim for 2 lines of Essential/Ideal per gear for maximum performance and the best Return on Investment (ROI). If you get 3, you are lucky. You can choose to only have 1 as well to save materials. Example: Elemental Damage on Scarlet.
  • Passable: Low-priority line that has either limited value or the impact is not as strong as other rolls. Should this show up as a bonus together with a better line, you can choose to keep them. Example: Charge Speed on Red Hood.

Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.

Additional tips:

  • Priority (PvE/PvP) isn't necessarily lower than Priority (Universal), which has no tag/label. It just indicates that this unit performs only in select types of content.
  • If a suggested effect has the number ×2 next to it, that means you should get the effect on at least 2 gear. The same idea applies to other numbers.
  • Focus on obtaining Essential(s) then you can start worrying about optimizing your rolls. Units require these to function, and the impact is too massive to ignore.
  • If a unit has no Essential(s), that means their performance is not that dependent on OL, but they can still benefit from good effects.
  • Remember that this is just a recommendation list, and attaining perfection is impossible. You will have to make some compromise, pick whichever rolls you desire the most, and conserve as much material as possible.
