Pros & Cons
Pros

  • One of the few characters that can do some damage with innate healing in their kit;

  • Can quickly fill their Forte Gauge;

  • All sequences are available for free;

  • Fast and precise attack frames that make parrying easier;

  • Outro skill slows enemies in place, providing a lot of comfort.

Cons

  • Outro skill does not provide any buffs, naturally decreasing the supportive utility of the character by a lot;

  • While their damage is usable, it’s far from competitive from even the weaker main DPS options and close to all hybrids;

  • No place in the meta due to coming up short on buffing, healing, and damage, despite doing all three.

Review

Rover is the main character in Wuthering Waves, starting as a Spectro-based Hybrid Sword character who is a jack-of-all-trades, splitting their focus between dealing damage and controlling the battlefield.

Attempting to fit many roles, such as having access to healing, damaging options, and relatively quick Concerto Energy generation, Spectro Rover finds themselves spread quite thin - they’re the usual jack of all trades, master of none. Since Spectro Rover will mostly be used early on, left behind due to their Havoc variant being much better-placed in the meta, this typically isn’t a problem. They offer some things in their kit to be considered, but be wary that absolutely none of the abilities mentioned below are wanted in the late stages of the game, as they don’t offer desirable damage or buffs compared to other options, meaning Spectro Rover is outclassed by pretty much anything and anyone who is more specialized. Jianxin even exists as a stronger jack of all trades.

With the elephant in the room out of the way, Spectro Rover does have some unique things in their kit: able to shred the Spectro RES of enemies with their S6 using their Resonance Skill, they’re one of the very few characters in the game who have the ability to do so (and the only one available as of patch 1.4, Havoc Rover not having access to the sequence unlocking that ability for them as of yet).

On top of this, their Outro skill is completely unique: slowing enemies to pretty much having them freeze in place for 3 seconds in a small radius, they sport an Outro skill that render any enemies within the radius completely unable to hit your characters, which can be very practical, despite not providing any damage buffs to your team (which are often preferred).

Their 4th sequence, accessed for free as per the rest of their Resonance Chain, allows them to heal the whole team proportionally to their ATK after casting their Ultimate - this makes them one of the only healers able to do decent damage in the entire game.

Generally, their gameplay revolves around generating their Forte stacks, stored up to a max of 2, which enables them at the cost of one of their stacks to cast an enhanced Resonance Skill that deals extra damage compared to the base version, which can additionally be finished by two extra sword slashes performed by pressing Basic Attack afterwards. The fastest way to do so is using Heavy Attacks. By using their Ultimate and their Forte-enhanced Skill twice, they’re able to have a decently fast Concerto rotation, making them usable as a Support, who can not only trigger the Rejuvenating Glow set naturally, but also sport some damage.

However, let’s not forget that the two niches in the current Wuthering Waves meta revolve around buffing a big DPS character’s damage or being the big DPS yourself. Spectro Rover is neither of these: while they have some damage, it’s extremely subpar and only noticeable when compared to other supports who have some of the best buffing potential in the game; the buffs the average character would usually provide are forfeited by some survivability and comfort, notably in Spectro Rover’s Outro, which achieves nothing aside from rendering you effectively invulnerable for 3 seconds, which isn’t necessary in the endgame anyways. While they do have SOME buffs (and debuffs) they can give to the party (and enemies), it’s nowhere near sufficient to justify them holding a position in the meta, and as such Spectro Rover is effectively rendered useless beyond the early game (and arguably midgame). 

To summarize, the Havoc form of Rover, which is a very potent DPS, will end up being preferred over the jack of all trades, master of none that Spectro Rover represents. Featuring subpar damage, subpar buffs/debuffs, and subpar healing abilities, Spectro Rover unfortunately has no place in the Wuthering Waves endgame meta as of yet.

Ratings

This tier list assesses characters based on their combat potential in Wuthering Waves current most demanding content Tower of Adversity (ToA). ToA is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, strong Echoes and good Weapons. This mode offers a reasonable mix of Boss encounters (single target), Elite packs (2-3 targets) and AoE scenarios (5+ Targets), allowing multiple characters to find a niche but in the end, there's a bias toward single target focused characters at the top-end.

Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

Changli's signature weapon that's not only fantastic for her but also usable on all damage-focused Sword users who have a large portion of their damage originating from Resonance Skill damage. Offers a huge main stat of CRIT DMG% granting excellent scaling, 12% permanent ATK% and up to 56% increased Resonance Skill DMG% which should be at or close to full power during the bulk of your rotation when opening with one or two resonance skills.

Outstanding Sword choice, offering significantly higher base damage due to its 5★ rarity, as well as a stackable ATK% buff almost every character can effortlessly get 1 stack of (but with 2 also being easily achievable by most when played correctly). Additionally has a good amount of Energy Regen, which on most characters will allow one sub-stat of Energy Regen to be allocated elsewhere to increase damage even further. Best Sword choice across the board with only S5 4★ Swords having a chance to compete with it.

Exceptional all-around generic Sword gaining its bonus close to unconditionally as most Resonators almost always aim to make use of their Intro skill and very few characters spend more than 15 seconds on field during their duration.

Powerful sword for Resonators spending minimal time on the field - the shorter the better. Best for Hybrid characters executing their rotation fast and infrequently, but less powerful on Main DPS characters that aim to spend extended time on field.

Often inferior to Commando of Conviction for DPS, this sword is still a great F2P 4* option for characters who need the energy boost. Realistically however, only consider this option over Commando of Conviction if you have energy problems on your character.

Sword option for Heavy and Basic ATK users with an easy to trigger passive - with the only downside being its 10 second time limit. For characters that use their Skill multiple times per rotation, this downside is a non-issue but for Main DPS characters who take up a lot of field time and don't use their skill often this sword can lose value.

Sword with decent base stats but a passive that only activates after taking sufficient damage after which it offers a sizable increase Heavy Attack DMG. Primarily suitable only for berserker characters that sacrifice their life to deal damage like Danjin, but can be used strategically after multiple copies have been merged (only calculated with bonus active on characters that consume their life to deal damage).

Easily accessible 3★ weapon that despite having lower base attack makes up for it with a high ATK% bonus at higher dupes. It does not have enough stats to compete with 4-star weapons but is a reasonable option if it's all you have. The only downside is that the buff only lasts 10 seconds, meaning it may fall off in the hands of a Main DPS character who takes up more field time.
Best Echo Sets

Best Echo Sets show the best sets that support the main character playstyle and work out of the box while the Special Echo Sets either are situational, support an alternative playstyle or are targeted toward min-maxers. The percentage numbers showcase the relative DPS increase when you take into account the set bonus only. For some characters there's no DPS (or its equivalent) available and in that case we listed the sets in the order of priority.

Important! The 2.0 introduced quite a lot of new Echoes and we need more time to properly test out all of them (especially considering the past bugs related to them that made some stronger, some weaker). The builds below are provisional and we will be updating them over the next few days as we do our testing - so before you use all your stamina on the new Echoes, please have a bit of patience.

Best Echo Sets

1

2 Set: Healing increases by 10%.

5 Set: Upon healing allies, increase ATK of the entire team by 15%, lasting 30s.

Offers a 10% unconditional Healing% boost and an most importantly a 15% ATK% boost for the entire team, lasting 30 seconds whenever you heal yourself or any of your allies. This bonus can be triggered by character abilities and weapon effects, is easy to keep active 100% of the time and is a big help for all party members.

Below you can find Main Echo options that you should be using with the set:

    Fallacy of No Return
    - Grants 10% increased Energy Regeneration for the wearer and a team wide 10% ATK boost on use for 20 seconds. A strong option for those looking to generate as much energy as possible or who favor a more permanent party buffing effect compared to Bell-Borne Geochelone.
  • Echo Image
    Bell-Borne Geochelone
    - While nowadays a worse option for the Rejuvenating Glow set for damage than the Fallacy of No Return due to a shorter buff uptime, only granting 10% DMG Bonus for 15 seconds, the Bell-Borne Geochelone remains a good choice if you don't have a good Fallacy to use for the set. It also has increased survivability by blocking 50% of the damage from a max of 3 hits if you desire to have that in your team.
Special Echo Sets

2 Set: Energy Regen increases by 10%.

5 Set: Upon using Outro Skill, ATK of the next Resonator increases by 22.5% for 15s.

Offers a 10% unconditional Energy Regen% boost taking some pressure off your gear when aiming at ER breakpoints. Also upon using Outro, grants the next character switching in a 22.5% ATK boost, amplifying any of your main damage dealers burst windows.

    Impermanence Heron
    - Supportive Echo that can be run at the cost of a sizeable chunk of damage for the character who equips, trading personal gain for team benefits. Should always be used and immediately switch cancelled right before performing an Outro, leading to another DPS. When done so will grant the next character switching in 12% increased DMG% which when combined with the 5P Moonlit set which also grants 22.5% ATK% under the same conditions makes for a sizeable boost. While the echo does lower the damage of whoever wears it, it grants a massive chunk of energy on use usually saving 1 or sometimes even 2 Energy Regen sub stats that may otherwise be needed by the wearer allowing for some damage to be recovered.

Below you can find optimal rotation (or rotations) for Rover (Spectro). When selecting the rotations we prioritized achieving 100 Concerto as fast as possible and once that condition was fulfilled, we focused on maximizing the damage output. As or if new and more optimal rotations are found, we'll update the characters calculations as needed.


COMBO REQUIREMENTS

Thanks to an incredibly accessible Forte Gauge, Ultimate and very short Resonance Skill cooldown, Spectro Rover can directly jump into action without any Warm-Up phase.

BURST COMBO

Spectro Rover requires a Quick Swap mid-rotation to unlock their maximum potential. This Swap is performed to abuse their extremely short Resonance Skill cooldown of only 6 seconds. Use one Skill initially alongside Rover’s Ultimate, perform a Quick Swap and use a Skill or Echo on another character and Swap back in to use another Resonance Skill combo for maximum damage with little downtime. This way Rover is always using their most effective and highest damage action throughout the majority of the fight.
