Phantom Procession

Initial Energy: 300
Passive. Any ghosts summoned by Ghastly Tribute join the bombardment.
Active. Shemira summons 10 ghosts to bombard random enemies for 10s. Each ghost deals 110% + 15% damage to an enemy target. When a ghost deals damage, Shemira heals herself for 50% + 5% of the damage dealt. When the ghost returns to her, she heals herself again for 50% + 5% of that damage. The percentage of the ghosts' damage drops to 50% once any enemy has been struck 15 times or more by the ghosts. The strike count resets whenever Shemira casts her Ultimate.
Unlocks at level 51: Increases the damage dealt by each ghost to 120% + 15%.
Unlocks at level 111: Increases the damage dealt by each ghost to 130% + 15%.
Unlocks at level 171: Increases the damage dealt by each ghost to 140% + 15%.
Unlocks at level 231: Increases the damage dealt by each ghost to 150% + 15%.

Passive. Whenever allies' HP or shield value loss reaches 50% of Shemira's max HP, she summons 1 ghost to her side. Shemira can summon up to 5 ghosts outside her Ultimate.
Active. Shemira sacrifices 15% of her current HP to deal true damage to a single enemy equal to 24% + 3% of their max HP. This damage cannot exceed 800%. If Shemira has any ghost summoned, she sacrifices one to strike the target and enemies within 1 tile of the target, dealing true damage equal to 20% + 2% of their max HP. The damage each enemy takes cannot exceed 500%.
Unlocks at level 91: Increases the damage dealt to a single enemy to 26% + 3% of their max HP.
Unlocks at level 151: Increases the damage dealt to a single enemy to 28% + 3% of their max HP.

Whenever Shemira takes a total of 30% of her max HP in damage or reaches the max number of summoned ghosts, she sacrifices 1 ghost to gain a shield that lasts for 5s. The shield can absorb 250% damage. When the shield expires, Shemira unleashes its remaining power against all enemies, dealing damage equal to the shield's remaining value.
Unlocks at Ex. Weapon +5: Increases the shield value to 270%.
Unlocks at Ex. Weapon +10: When a ghost attacks its target during Shemira's Ultimate, it deals extra true damage equal to 3% of the target's max HP, This damage cannot exceed 90%. The attack also inflicts Max HP Reduction, lowering the target's max HP by the amount of damage dealt
Unlocks at Ex. Weapon +15: Increases the shield value to 300%.

Review
Shemira is an S-Rank character from the Mage class who belongs to the Graveborn faction. Shemira’s kit is based around sacrificing her own health, dealing high AOE damage, and self-sustain.
All her offensive skills besides her Ultimate require losing HP to deal more damage through the summoning of ghosts.
Her Ultimate, “Phantom Procession”, summons ghosts, deals damage and heals her, but this damage sharply decreases once an enemy has been hit by 15 or more ghosts, making this ability less useful in Single Target scenarios, but great against groups of enemies.
Her first skill, “Sacrificial Orb”, sacrifices some of her HP to deal moderate damage to enemies in her path.
Her second skill, “Ghastly Tribute” has both a Passive and Active mode. Her Passive allows her to summon an extra ghost whenever your team loses some shield or HP, and synergizes very well with characters who provide shields or reliable healing. Her Active sacrifices some of her HP to deal True Damage to enemies based on their max HP.
Story and AFK stages – Shemira performs best in AFK stages, as this gamemode represents the ideal scenario, multiple enemies. Her role is that of a DPS, and she works as solo carry most of the time, being responsible for the bulk of the team’s damage output. Since her damage falls off after 15 ghosts against single targets, Shemira may struggle against single resilient enemies. As her kit offers little utility, Shemira will be one of the first characters to be replaced in AFK pushing teams as new banners come out.
Dream Realm – Since Shemira’s kit favours fights against multiple enemies or bosses with multiple parts, in Thalassa and Plague Creeper, Shemira’s damage goes toe to toe with previous top teams, replacing Odie or Talene in each team, but does not quite come ahead beyond the margin of error for run-to-run variation. For other bosses, Shemira’s lackluster Single Target damage makes her a lot less viable.
PVP – Shemira can be extremely powerful in PVP, often ending fights within 10 seconds, but as she is an Ultimate-reliant hero who is also squishy at the start of battle, Shemira is prone to getting killed early on in the fight, especially if used in defense formations. But when Shemira does get her Ultimate out, her team will win as long as they survive long enough for her ghosts to do their thing. Callan is a great option to help buy her some extra time to survive until she can get her Ultimate out. She can also work in Dunlingr curelock teams, and can counter Cryonaia as long as she gets her Ultimate out first, as her ghosts cannot be frozen unlike the rest of the team. She works best in attack teams, and can be countered more easily when used in defense teams.
Shemira’s base kit is already usable at a single copy for AFK stages, but she will need the raw stats from extra dupes as you climb into higher deficit stages due to her Main Carry status.
Legendary+ gives her more Energy Regen.
Mythic+ gives her a conditional shield that deals damage to enemies when it pops.
EX +10 gives her extra True Damage which also reduces non-boss enemy HP.
Supreme+ allows Shemira to summon an extra ghost whenever a Hero is defeated.
A good investment level for Shemira is Mythic+ with her EX +10 weapon for True Damage.
Shemira is a character who deals great damage and can heal herself, but suffers from a lack of utility, and has a very selfish kit overall, which cements her as Main Carry. As a result she will be prone to getting power-crept relatively early as new banners are released. She is recommended to pull for new players as she works fine at low dupes, but her kit is nothing groundbreaking for veteran players and can be skipped in favour of future banners.

Can attack Cryonaia even after she freezes the arena.
Damage falls off sharply in Single Target scenarios.
Squishy at start of battle, prone to getting sniped by high burst damage such as Athalia.
