Ruthless Rite

Initial Energy: 400

Passive: When a battle starts, Velara summons 4 dormant magic circles on the battlefield. Each circle awakens after accumulating 1000 Energy. When a circle awakens, it affects all units within 2 tiles, restoring 40% + 8% HP to allies and reducing enemies' Haste by 30 + 5.

Active: Velara channels her Energy into one of her dormant circles until it awakens. If all circles are already awakened, she instead expands their area of effect to cover the entire battlefield and transfers 30% + 3% of basic stats from all enemies, then evenly distributing them among all allied units, lasting for 10s. The transferred stats that each ally receives cannot exceed 50% of Velara's starting stats. In boss fights. allies will always receive the maximum amount of transferred stats.

Unlocks at level 51: Awakened magic circle restores 50% + 8% HP to allies and reduces enemies Haste by 35 + 5.

Unlocks at level 111: Awakened magic circle restores 60% + 8% HP to allies and reduces enemies Haste by 40 + 5.

Unlocks at level 171: Awakened magic circle restores 70% + 8% HP to allies and reduces enemies Haste by 45 + 5.

Unlocks at level 231: Awakened magic circle restores 80% + 8% HP to allies and reduces enemies Haste by 50 + 5.

Velara immobilizes the enemy with the highest cumulative damage dealt, reducing their Haste by 50 + 10 and their Phys & Magic DEF by 40% + 7% for 5s. Each awakened magic circle extends this duration by 0.5s.

Unlocks at level 71: Increases the Haste reduction to 55 + 10, and Phys & Magic DEF reduction to 50% + 7%.

Unlocks at level 131: Increases the Haste reduction to 60 + 10, and Phys & Magic DEF reduction to 60% + 7%.

Unlocks at level 191: Increases the Haste reduction to 70 + 10, and Phys & Magic DEF reduction to 70% + 7%.

If Velara is placed within a magic circle when a battle starts, that circle is immediately awakened. Otherwise, the circle farthest from her position is awakened instead

Passive: Every 3s, each magic circle gains Energy based on the stat reduction debuffs on enemies within 2 tiles. For each unique ally who inflicted any of those debuffs, the circle gains 24 + 4 Energy.

Unlocks at level 91: Increases the Energy gained from each debuff to 26 + 4.

Unlocks at level 151: Increases the Energy gained from each debuff to 28 + 4.

Unlocks at level 211: Increases the Energy gained from each debuff to 32 + 4.

Velara increases her Haste by 12 during battle. When all her magic circles are awkaened, her Haste is increased by an extra 3.

Level 2: Velara increases her Haste by 15 during battle. When all her magic circles are awkaened, her Haste is increased by an extra 4.

Level 3: Velara increases her Haste by 18 during battle. When all her magic circles are awkaened, her Haste is increased by an extra 5.

When a magic circle awakens, it fires a mystic bolt to the weakest unit within 2 tiles. If the unit is an ally, they gain a 500% shield for 8s; if it's an enemy, they take 300% damage.

Each awakened magic circle increases the shield value applied or damage dealt by this skill by 10%.

Lvl. 2 Exclusive Skill:

Lvl. 3 Exclusive Skill: (Unlocks at Exclusive Equipment Lvl. 10).

Unlocks at Ex. Weapon +5: Increases the shield value granted by Graceful Edict to 550% and the damage it deals to 350%.

Unlocks at Ex. Weapon +10: Every 10s during battle, each awakened magic circle fires a mystic bolt at the weakest unit on the battlefield.

Unlocks at Ex. Weapon +15: Increases the shield value granted by Graceful Edict to 600% and the damage it deals to 400%.

After all magic circles are awakened, casting Ruthless Rite expands their area of effect to cover the entire battlefield until the battle ends. Each subsequent cast makes allied units unaffected and increases their damage dealt by 5% for 5s.

Velara is a S-Rank Wilder Support whose main gimmick is using her 4 Magic Circles on each corner of the battlefield to give shields to allies and either heal them or debuff enemies instead. After charging the Circles, she gets to steal enemy stats for the team, acting as a powerful buffer.

Her Ultimate, Ruthless Rite, has both passive and active states, and is by far the most relevant part of her kit.

The Passive happens at the start of battle, where Velara will summon 4 dormant Magic Circles on each corner of the map. Each Circle requires 1000 Energy to charge, and when it awakens, it will either heal allies or debuff enemies.

The Active has Velara transfer her Energy to one of the dormant Circles until it awakens. When all 4 Circles are awakened their effects cover the entire battlefield and Steals Stats from all enemies to allies limited to up to 50% of Velara’s own basic stats (HP, ATK, Phys DEF and Magic DEF). This effect always transfers the full 50% stats in bossing content.

Her first skill, Sinbound Shackles, is a single target skill with Immobilize that targets the enemy DPS, massively reducing both enemy Haste and Phys/Magic DEF, though notably, this does not affect True damage or HP Drain damage.

Her second skill, Merciful Harvest, is a passive that allows some level of control over which Circle to awaken first based on her positioning at start of battle and increasing Energy gain for the rest of the Circles based on Stat Reduction debuffs on enemies.

Now, for a quick overview of his performance in the various game modes:
  • Story and AFK stages – Velara is used mostly for her Haste debuff here, though if the battle goes on long enough it is still possible to activate her Stat Stealing effect, it just takes a while to get going. Works at 1 dupe, if using her as a debuffer.

  • Dream Realm –  Dream Realm is where Velara has the most potential to shine, as she is the single best Attack buffer in the game once she gets her Magic Circles going, though this only happens roughly halfway through the battles due to how slow they are to charge. She also does not buff Haste like Mikola or Smokey, just ATK and defensive stats.

  • PVP – In PVP, Velara is just far too slow, as she needs to activate her Ultimate 4 times to even get the full use out of her kit, else she is just a Haste debuff bot with some healing.

Investment

Valera’s base kit already works at 1 dupe, and this is fine for using her as a pure debuffer.

  • Legendary+ gives her extra Haste.

  • Mythic+ gives her some extra shielding potential and a negligible damage increase.

  • EX+10 allows this effect to trigger every 10s over the course of a battle.

  • Supreme+ allows Velara to make allies unaffected and increases their damage slightly every time she casts her Ultimate.

Due to her buffs being tied directly to her stats, that means we want S+ EX+10, or even EX +20 just for the stats alone. Technically, the most important parts of her kit are already active at 1 copy, but she needs high investment to get the stats to make use of it.

Conclusion

Velara is a debuffer with some healing, who can also become a powerful buffer if the battle goes on long enough. She has great potential in Dream Realm and some usage in AFK stages. Pull for her if you want better scores in Dream Realm, or if you want to make Indris even slightly more relevant.
