Out of the four characters receiving buffs in 3.4, Silver Wolf is near unquestionably getting the most substantial increase. Her consistency has been vastly improved, alongside base chance increases and having her Ultimate become a fully AoE attack that retains its original DMG multiplier. Her supportive and debuffing capabilities are now firmly among the best in the game, and she is an exceptional asset to any team.
Apparently, everyone's favourite hacker decided to up her numbers herself... Else, this must be part of the grand design or some such. Whatever the reason for it, I for one could not be happier, and I personally know at least three other people who are probably even happier. These buffs cannot be overstated, this is a considerable leap in both usability and output.
Right off the bat, this is very gladdening to see. Silver Wolf is now not only yet another powerful, universal, and accessible support option in the current era of the game, but more importantly this shows that the buffs older characters may receive are not merely for token appeasement.
Silver Wolf's iconic Skill has been updated. This Skill still deals up to 196% ATK to the target enemy, but the base chance to add 1 Weakness of an on-field character's Type has been increased to 120% from its original 85%, an IMMENSE difference. In addition to this, the Weakness Implant will now prioritise the Type of the character in the 1st deployment slot, so no more rolling the dice praying for the correct Implant when using a team with many Types.
The Weakness Implant itself now lasts for 3 turns by default, and continues to provide a 20% RES Down to the Implanted Weakness. Each enemy can have one Implant at a time and using it again will overwrite the first one. There is 100% base chance to further reduce the affected target's All-Type RES by 13% for 2 turns, up from the previous 10%.
Silver Wolf's Ultimate used to be a single-target ability that dealt 380% ATK and had a 100% base chance to reduce the target's DEF by 45% for 3 turns. Now, it has become a fully AoE attack that has a 120% base chance of reducing all enemies' DEF by 45%, and somehow has retained its original 380% ATK multiplier.
This is, uhh, quite a bit of damage in AoE scenarios — a potential attack dealing 1900% ATK if 5 enemies are present. Naturally, being able to reduce every enemy's DEF instead of just one's is also fantastic for being able to deal with AoE encounters, something that Silver Wolf had quite a bit of trouble dealing with previously. The Toughness damage has gone down to compensate, but this is still an absolutely ridiculous ability to have IN GENERAL, let alone on a support character.
Her Talent creates Bugs in the enemies. These come in three different debuffing flavours, able to reduce enemies' ATK, SPD, and DEF. The ATK and SPD reductions are unchanged at 10% and 6% respectively, but the DEF reduction has increased from 8% to 12%, a very notable increase given how DEF reduction works and stacks.
Silver Wolf has a 100% base chance of inflicting a random Bug on the attacked enemies, lasting for 3 turns, vastly improved from the original 72% base chance. Additionally, there is now a secondary function to the Talent that allows for the automatic transferral of an Implanted Weakness to a surviving enemy after the initial Implanted enemy is defeated. Even better is this will prioritise Elites and above, so this also solves a rather big issue Silver Wolf had in AoE circumstances (and also helps to save on Skill Points generally).
The original Bonus Traces for Silver Wolf were also definitely showing their age, so they have all been updated as well.
The A2 will extend the duration of Bugs by 1 turn. When an enemy becomes Weakness Broken, there is a 100% base chance to automatically implant a random Bug in that enemy. The base chance increase from the original 65% is appreciated and this can offer a way to accelerate the accumulation of debuffs onto an important target, especially if using Silver Wolf on a team with high Toughness damage.
Her A4 and A6 have been completely revamped since their original functionalities were merged into the base kit. Her A4 now provides Silver Wolf 20 Energy immediately upon entering battle, and a further 5 Energy at the start of every turn for her.
Her A6 is now a modern stat conversion Trace; for every 10% Effect Hit Rate Silver Wolf has, she will additionally increase her ATK by 10%, up to a max of 50%. While the upper limit may seem low, this is a ridiculous amount of efficiency for a stat conversion Trace, meaning that for the first 50% EHR, you literally get the same amount of ATK for free.
“After all, I deserve the best, no?”
… Okay, you are not allowed to hijack the review. But yes, she's right, this is a very good Trace, and with the vastly improved base chances across Silver Wolf's entire kit, Silver Wolf only needs a modest amount of EHR — especially compared to the absurd amounts you needed previously if you wanted to guarantee Bug debuffs. You are likely to be going to the standard 67% EHR for 100% base chances to be consistent anyway.
Silver Wolf is quite clearly a top contender now. She can reduce enemies' DEF by 57% literally by herself without even factoring in any other effects. Her damage output in AoE scenarios is extremely impressive with her Ultimate, and she now has far greater access to said Ultimate due to her passive Energy regeneration passive — which then leads to finally having far more flexible Light Cone options that aren't just Before the Tutorial Mission Starts.
A most impactful and relatively accessible option is Resolution Shines as Pearls of Sweat for the crazy DEF reduction stacking, and you're going to have more than enough EHR for it to be consistent anyway. Other limited Nihility Light Cones are also surprisingly good, so if you've got a spare lying around for whatever reason, feel free to have at it.
Tutorial is still good just so you're aware, and is easily the most accessible option for both the EHR and the Energy, and can be a surprisingly good option in Pure Fiction if you're looking to maximise Silver Wolf's personal damage.
This is all coming at an especially good time, since there are quite a few strong DPS during the 3.x saga who are all fighting over the same supports each time. Cipher may be the fastest woman alive, and Tribbie may be one of three, but neither of these two units can be omnipresent and having to settle for whatever your next best support option is can feel quite unpleasant, especially if you were already struggling in the endgame.
Silver Wolf has decided she's had enough of being one of those lesser support options and has stepped up to the plate. Now she is a very competitive option for this specific amplifier spot. Better still is that she's not that SP intensive anymore, so the teambuilding including Silver Wolf is very plug-n-play, with little foresight or thinking required.
Her consistency in applying Weakness Implants means that you can very easily take your strongest team against (almost) any foe and find great success. Her DEF reduction is absurdly high and only works better with more sources of it. She even does good damage with her Ultimate.
However, she does come with a pretty unfortunate caveat that the aforementioned Amphoreus Heirs don't suffer from, and that is debuff reapplication; Silver Wolf's incredible amplifying capabilities are only effective once the debuffs have actually been applied to the enemies. This means that should new enemies come in, either through a new wave or through being summoned in, they will need to be directly debuffed before they can start taking real damage.
Cipher and Tribbie do this passively, and new incoming waves of enemies will not alter their efficacy in the slightest. Worst of all is that Boss phase transitions will wipe their debuffs away INCLUDING Silver Wolf's Bugs and Weakness Implant, which is honestly just rude. In the event that you do need to reapply Silver Wolf's debuffs manually, you'd best be prepared to pay the price both in Skill Points and in Action Value.
Even still, Silver Wolf is right up there with them for the amount of damage she can extract from any team, and especially for the older players who've been waiting for a chance to use Silver Wolf again, this presents a very strong opportunity to make use of what is now an excellent and universal support.
Hackerwoman™ really is just that good now.
Honkai: Star Rail is a game where team building matters most and while our tier list takes the optimal setup into account, a lot of characters can work and do well - even those ranked lower - when you invest into them. Also for story or lower difficulties of Simulated Universe, you don't need to worry about ratings and tiers. You can safely clear that content even with F2P characters as long as you build your team correctly.

Best in slot option by far for debuffer Silver Wolf. The Light Cone can debuff ALL enemies - her Single Target Basic ATK or Skill can reduce all enemies' DEF by 24% for 2 turns. Very potent debuff when paired with her Ultimate. Also allows her to reach very high SPD thresholds.

Increases the wearer's Effect Hit Rate by 24/28/32/36/40%. When the wearer deals DMG to an enemy with 3 or more debuffs, increases CRIT Rate by 12/14/16/18/20%. After the wearer uses their Basic ATK, Skill, or Ultimate, there is a 100% base chance to implant Aether Code on a random hit target that does not have it yet. Targets with Aether Code receive 12/14/16/18/20% increased DMG for 1 turn.

A Light Cone somewhat left behind by the times. Despite being a reasonable amplification option, the debuff applied by this Cone is only applied after the attack ends - so it won't affect Silver Wolf's personal DMG unless enemies are already debuffed which unfortunately isn't likely as it only lasts for 1 turn. Can only be applied to 1 target per attack unlike other debuffing Light Cones. The 12% Vulnerability is also weaker than Resolution's 16% DEF Reduction when paired with her DEF Reduction from Ultimate and Bugs.

Can allow Silver Wolf to shorten the actions required to access her ultimate significantly but at the cost of all other amplification options. Can be worth it in specific team compositions or game modes where extra Ultimates may have value but is usually outweighed by traditional amplification options.
Increases the wearer's CRIT DMG by 36/42/48/54/60%. When the wearer hits an enemy target, inflicts Mirage Fizzle on the enemy, lasting for 1 turn. Each time the wearer attacks, this effect can only trigger 1 time on each target. The wearer deals 24/28/32/36/40% increased DMG to targets afflicted with Mirage Fizzle, and the DMG dealt by the wearer's Ultimate additionally increases by 24/28/32/36/40%.

As a damage alternative to Along the Passing Shore, Goodnight Sleep Well is also an option, boasting a huge DMG% increase Silver Wolf can easily access consistently.
Increase the wearer's CRIT Rate by 8/10/12/14/16%. The wearer deals 24/30/36/42/48% more CRIT DMG to enemies that are currently DEF reduced or Slowed.

A fully CRIT based choice Silver Wolf can fully activate herself. If you don't have Goodnight, Passing Shore or her signature and want more damage this is likely your next best choice.
Best Relic Sets show the best sets that support the main character playstyle and work out of the box while the Special Relic Sets either are situational, support an alternative playstyle or are targeted toward min-maxers. The percentage numbers showcase the relative DPS increase when you take into account the set bonus only. For some characters there's no DPS (or its equivalent) available and in that case we listed the sets in the order of priority.

When it comes to maximizing Silver Wolf's effective Speed in battle as a support, 4P Eagle of Twilight Line is her best choice thanks to her incredibly accessible Ultimate. This is assuming you have a set with reasonable Speed sub-stats on it to hit her most common breakpoints.

When the wearer uses their Ultimate on an ally, SPD for all allies increases by 12% for 1 turn(s). This effect cannot be stacked.
If you don't have a good 4P Eagle of Twilight set and/or would prefer or need more raw Speed in order to hit a specific breakpoint using 2 sets of 2P %SPD relics is also a viable alternative for supportive focused Silver Wolf's, pair any of the following:
Increases Quantum DMG by 10%.
When the wearer deals DMG to the target enemy, ignores 10% DEF. If the target enemy has Quantum Weakness, the wearer additionally ignores 10% DEF.
If you're able to reach Silver Wolf's most important Speed and Effect Hit Rate breakpoints, investing in damage or suvivability is her next priority. If you're interested in damage, using 4P Genius is one of her top options thanks to how well its innate DEF SHRED stacks with her own DEF SHRED. This set becomes even better in the event you're okay using Silver Wolf's implant for Quantum weakness or are against naturally Quantum Weak enemies.
Increases DMG dealt to enemies with debuff by 12%.
Increases CRIT Rate by 4%. The wearer deals 8%/12% increased CRIT DMG to enemies with at least 2/3 debuffs. After the wearer inflicts a debuff on enemy targets, the aforementioned effects increase by 100%, lasting for 1 turn.
As an alternative damage option to 4P Genius, 4P Pioneer can also be used to great effect, especially if you're aim is to maximize Silver Wolf's CRIT ratio. You may want to use this set if you don't have 4P Genius, already have enough DEF SHRED or aren't able to face Quantum weak enemies.
Increases CRIT Rate by 8%.
Increases DMG dealt by Skill and Ultimate by 20%. After using Ultimate, additionally increases the DMG dealt by the next Skill by 25%.
Another DPS focused option with similar benefits to 4P Pioneer is running 4P Scholar Lost. This set offers solid CRIT RATE and a large amount of Skill and Ultimate DMG%.
When playing Silver Wolf with a focus on Support and frequent Ultimates a 5% energy planar is recommended.
Increases the wearer's Energy Regeneration Rate by 5%. When the wearer's SPD reaches 120 or higher, the wearer's action is Advanced Forward by 40% immediately upon entering battle.
Sprightly Vonwacq is another 5% ER planar option available to Silver Wolf, but wont grant the team any damage amplification. Instead this planar will allow Silver Wolf to almost always move first in a fight thanks to its initial action advancement. Useful for very specific endgame SPD tuning or immediately solving Silver Wolf not moving before the rest of your team.
Increases the wearer's CRIT Rate by 8%. When the wearer's current CRIT Rate reaches 50% or higher, the wearer's Ultimate and follow-up attack DMG increases by 15%.
If you're okay playing without the 5% energy planars and don't have a need for any of their supportive capabilities, Inert Salsotto is Silver Wolf's best offensively themed Planar option thanks to its CRIT RATE and sizeable Ultimate DMG% boost.
Increases the wearer's ATK by 12%. When the wearer's SPD is equal to or higher than 135/160, the wearer deals 12%/18% more DMG.
As an alternative to Inert Salsotto, Glamoth can be used to reasonable effect, especially if you satisfy the maximium Speed requirement of this Planar.

Effect Hit Rating: Silver Wolf only needs 39% EHR to land her most critical abilities, but should build 50 - 67% Effect Hit Rate in order to land all her debuffs consistently and maximize her bonus ability. How much to aim for will depend on your goals, though. If you'd prefer to build more damage, Silver Wolf can get away with just the 50% needed to max out her bonus ability; this will ensure mostly consistent debuff application across the board, with only her lesser ones missing occasionally. 67% Effect Hit Rate will guarantee that all of her debuffs land - if you're aiming for perfect uptime and pure support Silver Wolf, this is a reasonable goal to aim for.
SPEED: SPD is Silver Wolf's go-to stat for ensuring she can perform her role effectively. Here are a few breakpoints to consider:

Silver Wolf only needs 39% EHR to land her most important abilities, but would prefer to have 50 - 69% to max out bonus ability and or guarantee all her abilities land - an EHR body will help with that. If you're okay foregoing these breakpoints or are able to hit them through other means, a CRIT RATE body is the next priority in order to boost Silver Wolf's damage. Alternatively, you can invest in defensive stats instead.
