Pros & Cons
Pros

  • Able to be used effectively as both a Main DPS and a burst dual DPS;

  • Pretty easy to play overall;

  • Has many options to Dual DPS with and a few viable support options, making their teams very versatile;

  • As a Sword character, the average player is highly likely to own a 5 star weapon option for them, which they all use to great effect;

  • They and their sequences are free!

Cons

  • One of the longest Main DPS on-field times in the game;

  • They are limited to S3 as of patch 1.4;

  • Their damage is not as competitive compared to limited 5 star options, while still remaining usable.

Review

Havoc Rover is a free 5-star cleave DPS everyone can gain access to after completing Chapter 6 of the main story quest. Unlike a lot of Main DPS characters who have their combos locked behind their Ultimate, they use their Forte gauge to access a stance that lets them deal the bulk of their damage. With that being said, Havoc Rover’s ultimate hits like a freight train, just like a lot of their many abilities.

Havoc Rover’s kit is not centered towards a single type of damage, nor towards a single ability. Their Skill, their Ultimate and their Forte Circuit are all components that contribute towards their strength as a DPS. However, the most central part of their kit is the Dark Surge state provided by their Forte circuit. Recharged by their Intro Skill, their regular Resonance Skill and their Basic Attacks. When full, they can cast a special Heavy Attack called Devastation which lets them enter said Dark Surge state. In this state, the Forte gauge will start depleting slowly until it’s completely empty. You can swap out and come back and still be in the Dark Surge state. They also possess increased Havoc DMG Bonus, they recover additional Resonance Energy, their Basic Attacks are replaced by new, enhanced ones and their Resonance Skill’s cooldown is instantly refreshed (when their second sequence is unlocked, which all of their sequences are given out for free) and it is replaced by a new, enhanced one that not only deals more damage, but also that extends their Dark Surge time very slightly. 

The quickest and most effective way to access this Dark Surge state is to use a Resonance Skill before you do your Support and/or Hybrid’s rotations depending on your cooldowns, then use an Intro Skill and a second Resonance Skill when you enter the field with all of your buffs. This method is what will be used in all of Havoc Rover’s optimized rotations. Note that if you don’t use this method, you may need to perform a full Basic Attack string off of your Dark Surge state, which is suboptimal.

An interesting perk of the enhanced skill Havoc Rover acquires, linked to replenishing the Dark Surge gauge, is the fact is that their Intro Skill during the Dark Surge state does the same, which when paired with a cast of their Dark Surge skill allows them to use two enhanced skills per Dark Surge rotation, extending the state’s duration even more, which can be useful in quickswap teams where Havoc Rover acts as a Dual DPS who does big bursts of damage over short periods of time. Additionally, with one Enhanced Skill alone it barely allows Havoc Rover to cast 3 full Basic Attack chains if they aren’t interrupted, useful for Main DPS rotations.

They are also unique in the sense that they have one 4-cost Echo that is tailored towards them specifically: the Dreamless. That Echo, when equipped on Havoc Rover and used within 5 seconds of Havoc Rover’s Ultimate, possesses 50% increased damage. Already sporting huge damage at base, this wide AoE transformation damaging Echo turns into a very powerful burst of damage rivaling the strength of Yinlin’s Ultimate, which is unheard of by Echo Skill standards. As a result, as the Echo Skill is a lengthy transformation that can be near-instantly swap cancelled, when swapped out of at the end of Havoc Rover’s rotation once their Ultimate is used enables them to deal a huge amount of damage in a short period of time in a wide AoE at the cost of almost no field time and no chances of being interrupted or hurt during the long transformation period. As the Dreamless effectively gives them two Ultimates in one, this is a huge selling point for Havoc Rover and a good chunk of the reason why their damage is very good, whether used as a Main or a Dual DPS.

Speaking of Ultimates, Havoc Rover’s ultimate is extremely simple: an insanely high-damage cleave nuke they can launch at a ridiculous 125 Energy cost on a 16 second cooldown. Similar abilities usually cost 150 Energy and have higher cooldowns, which for a 1520% multiplier at level 10 is costs that are absolutely unheard of, and that’s setting their additional Dark Surge Energy generation aside. To compare to Jinhsi, one of the best DPS characters in the game with one of the highest Ultimate nukes, she has a 150 Energy cost and a 24 second cooldown for a 1666% multiplier at level 10. As a result, aside from when they’re played as a burst-focused Dual DPS, they barely ever need any Energy Regen on their build despite their Ultimate being this powerful, which usually costs similar characters to build some Energy Regen on them. This is another huge selling point for Havoc Rover.

These massively damaging attacks are desirable in a Dual DPS position as they enable for quick windows of huge damage in short periods of time, meaning that role is one Havoc Rover can definitely sport in a team. Running them alongside someone who doesn’t particularly want someone massively buffing their damage (which would be someone like Jiyan or Camellya) and instead can appreciate someone quickswapping with them (someone like Changli, Xiangli Yao or even Jinhsi to a degree) when used with Verina as a support for the lowest support field time possible is an option you can very much consider when trying to slot your Havoc Rover into a team aside from their standard ones. They will perform if you can effectively manage two DPS characters’ cooldowns at once; only problem being that is rather difficult to execute, but when learnt properly it can be amazing.

Unfortunately, despite all of those selling points, they have to have a flaw somewhere because they’d be top tier otherwise (which they currently aren’t), and that flaw is their Dark Surge Basic Attacks. Now those attacks aren’t bad by any means; but their relatively slow time to execute doesn’t justify their multipliers being on the average end of things, at least when compared to the high tier DPS characters.

This isn’t problematic for Dual DPS Havoc Rover, but in that instance, they are still in a losing position compared to a lot of other optimal team options because they don’t have a buffing Outro skill and instead have a damaging one, something that a character in a similar position - Changli - outclasses Havoc Rover in, which is practical in specific Dual DPS teams built around her such as Chixia and Encore; additionally, Changli can enjoy many swap cancel windows, something Havoc Rover barely does, only limited to their Resonance Skills and their Dreamless Echo, swap cancel windows being typically desirable in a Dual DPS. Their previous huge selling points mitigate this issue, but it remains an issue nonetheless.

Now, please understand that this is taking into account Havoc Rover at S3, which is the current max; all of Havoc Rover’s sequences will be free eventually, we just don’t know when, and their S6 has the potential to make them roughly 30% stronger than their current form; this would instantly make their damage comparable to Jiyan, Xiangli Yao and Encore at S0. However, until that happens, Havoc Rover will sit comfortably below them, nonetheless still in a position of relevancy, but waiting for their time to truly shine.

To summarize, Havoc Rover is a character who has insane potential at S6 when we finally get access to it; but being stuck at S3 for now keeps them from being the beast that they’ll eventually become. Until then, they remain a very strong choice for a Main DPS carry but also a Dual DPS burst damage-focused option, a niche they very comfortably sit in despite not being top tier at the moment.

Ratings

This tier list assesses characters based on their combat potential in Wuthering Waves current most demanding content Tower of Adversity (ToA). ToA is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, strong Echoes and good Weapons. This mode offers a reasonable mix of Boss encounters (single target), Elite packs (2-3 targets) and AoE scenarios (5+ Targets), allowing multiple characters to find a niche but in the end, there's a bias toward single target focused characters at the top-end.

Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

Camellya's signature weapon is usable by all Basic Attack focused Sword wielding characters, but clearly designed with her in mind due to a lot of its power locked behind spending Concerto mid-rotation - something only Camellya can do. Offers a decent amount of ATK%, CRIT RATE% and Basic Attack DMG for all characters but a huge Basic Attack DMG bonus after spending Concerto.

Changli's signature weapon that's not only fantastic for her but also usable on all damage-focused Sword users who have a large portion of their damage originating from Resonance Skill damage. Offers a huge main stat of CRIT DMG% granting excellent scaling, 12% permanent ATK% and up to 56% increased Resonance Skill DMG% which should be at or close to full power during the bulk of your rotation when opening with one or two resonance skills.

Outstanding Sword choice, offering significantly higher base damage due to its 5★ rarity, as well as a stackable ATK% buff almost every character can effortlessly get 1 stack of (but with 2 also being easily achievable by most when played correctly). Additionally has a good amount of Energy Regen, which on most characters will allow one sub-stat of Energy Regen to be allocated elsewhere to increase damage even further. Best Sword choice across the board with only S5 4★ Swords having a chance to compete with it.

An amazing, completely free 4* option for characters who have extended field times, providing a rare CRIT Rate boost and loads of ATK. However, due to the nature of its buffs stacking up over time, this sword will deminish a lot in power if the wielder swaps out in less than 10 seconds.

Exceptional all-around generic Sword gaining its bonus close to unconditionally as most Resonators almost always aim to make use of their Intro skill and very few characters spend more than 15 seconds on field during their duration.

Sword option for Heavy and Basic ATK users with an easy to trigger passive - with the only downside being its 10 second time limit. For characters that use their Skill multiple times per rotation, this downside is a non-issue but for Main DPS characters who take up a lot of field time and don't use their skill often this sword can lose value.

Often inferior to Commando of Conviction for DPS, this sword is still a great F2P 4* option for characters who need the energy boost. Realistically however, only consider this option over Commando of Conviction if you have energy problems on your character.

Powerful sword for Resonators spending minimal time on the field - the shorter the better. Best for Hybrid characters executing their rotation fast and infrequently, but less powerful on Main DPS characters that aim to spend extended time on field.
Best Echo Sets

Best Echo Sets show the best sets that support the main character playstyle and work out of the box while the Special Echo Sets either are situational, support an alternative playstyle or are targeted toward min-maxers. The percentage numbers showcase the relative DPS increase when you take into account the set bonus only. For some characters there's no DPS (or its equivalent) available and in that case we listed the sets in the order of priority.

Important! The 2.0 introduced quite a lot of new Echoes and we need more time to properly test out all of them (especially considering the past bugs related to them that made some stronger, some weaker). The builds below are provisional and we will be updating them over the next few days as we do our testing - so before you use all your stamina on the new Echoes, please have a bit of patience.

2 Set: Havoc DMG increases by 10%.

5 Set: Upon using Basic Attack or Heavy Attack, Havoc DMG increases by 7.5%, stacking up to four times for 15s.

Offers a 10% unconditional Havoc DMG% boost and up to an additional 30% Havoc DMG% after you land 4 Basic or Heavy Attacks for a grand total of 40% additional Havoc damage after fully ramped.

  • Echo Image
    Dreamless
    - One of the strongest burst damage Echoes in the game that also generates a sizeable chunk of Resonance Energy. What makes this Echo strong is that its damage is delivered in a massive 360 degree area around the target it fixates on and is immediately swap cancellable the second it's used with 0 downsides. When using this Echo, always use it and immediately switch out so it deals it's damage and finishes its animation while the caster of the Echo is off the field. Due to this fact this Echo is normally used outside of characters burst windows.

Important! CRIT DMG has base value of 150% and Energy Regen has a base value of 100% when you check them in game. The recommended values below don't include the base value but rather show how much on top of it you need to obtain.

  • CRIT RATE%: 50-75%+

  • CRIT DMG% 100-150%+

  • Energy Regeneration: 0-20%

    • How much energy regeneration you'll want on your S2+ Havoc Rover will depend on how you intend to play them. The longer you keep Rover on the field during their Umbra State, basic attacking the less energy regeneration you'll need.

    • If you intend to play Havoc Rover as a Hyper Carry or have them on-field during Umbra for 2 or more full basic attack sequences you can get away with 0 - 10% Energy regeneration and have access to your ultimate during each Umbra burst window when played correctly.

    • If you plan to play Havoc Rover as a Quick Swap damage dealer completing 1 or 0 full basic attack sequences during Umbra we recommend 10 - 20% Energy Regeneration.

    • It should be noted in all playstyles of Havoc Rover energy regeneration is never undesirable as their Ultimate has a fairly short cooldown and is always an excellent on-demand nuke so gaining access to it faster is never a bad thing - just a lesser priority than damage-focused stats.

Rotation

Below you can find optimal rotation (or rotations) for Rover (Havoc). The total time needed to perform it is 11.3 seconds. When selecting the rotations we prioritized achieving 100 Concerto as fast as possible and once that condition was fulfilled, we focused on maximizing the damage output. As or if new and more optimal rotations are found, we'll update the characters calculations as needed.


WARM UP

When awaiting cooldowns, building energy for Havoc Rover and cycling through your team for concerto, aim to execute the following:

  • Your top priority when playing Havoc Rover is to ensure you keep using your Resonance Skill on cooldown in your downtime between Umbra burst windows.
  • In addition to using your Resonance Skill on cooldown, hit the enemy with a Basic Attack when possible to maintain the 5P Sun-Sinking echo set.

Havoc Rover's rotation is flexible and can be either incredibly short or quite long - with all of them being viable with their own pros, cons and playstyles.

SHORT BURST COMBO

The Short Burst Combo aims to deal maximum damage in as little time as possible and uses all of Rover's cooldowns at once - primarily suitable for quick swap team's containing another damage dealer within them that also desires field time. This combo completely ignores Basic Attacks and instead focuses only on the highest damage abilities that can be executed in the shortest time with the least vulnerabilities.

MEDIUM BURST COMBO

Havoc Rover's medium burst combo achieves higher total damage but over a longer duration and is suitable for teams where they are the sole damage dealer accompanied by two supportive characters. As long as you execute the warm-up you'll be able to move straight into Umbra following your intro and standard skill ability. Ater which aim to execute 1-2 full Basic Attack sequences, followed by an Umbra skill to extend the Umbra state. After this use the remaining time within Umbra to use your Ultimate and immediately after the Dreamless echo straight into a swap cancel.

LONG BURST COMBO

For those with excellent enemy awareness and the ability to spam Basic Attacks without the need to dodge, Rover is capable of fitting a full 3 Basic Attack sequences in their Umbra state - albeit with a bit of difficulty. This rotation has even longer field time, slightly higher total damage and is primarily useful in teams which require Rover take up substantial field time while waiting for cooldowns. Note, one or multiple abilities can end up falling outside the Umbra state, depending on the combat scenario introducing some risk to this rotation.

The numbers below show the character's DPS (Damage Per Second) and DMG (total damage done). When selecting the rotations we prioritized achieving 100 Concerto as fast as possible and once that condition was fulfilled, we focused on maximizing the damage output. As or if new and more optimal rotations are found, we'll update the characters calculations as needed. LONG BURST COMBO

Havoc Rover's long burst combo deals higher total damage at the cost of longer duration required to execute it, It is primarily suitable for team's where they are the sole DPS accompanied by two Supportive characters. As long as warm-up is executed, you can move straight into Umbra state following your Intro and standard skill. After that, aim to execute 2 full Basic Attack sequences followed by an Umbra skill to extend the Umbra state. Then comes using your Ultimate skill followed by Dreamless Echo into Swap-Cancel in the remaining Umbra state time.

SHORT BURST COMBO

The Short Burst Combo deals majority of its damage in short duration burst combo, and thus is much more suitable for Quick Swap teams, containing another DPS in a team that desires field time for their own combo's execution. This combo completely eliminates all the Basic Attack sequences and instead focuses on utilizing abilities with highest damage, able to be executed in shortest time with least amount of vulnerabilities.
