Review

Like Scarlet, Modernia is a proven PvE character, but she also got powercrept.

In short, Modernia's supremacy in the past was rooted in three major things: she was the only good MG user; her basic attacks hit 2 times each time, which compensates for her weapon's low natural burst gen; and her Burst provides infinite ammo + constant AoE clearing for 15s. Today, the first one no longer holds true, and the second one is useless since we've got better burst gen units now (like most Sniper Rifle/Rocket Launcher users). The last one is still a niche that exclusively belongs to her, but there is a shortcoming, and there are better alternatives already. The shortcoming is that Modernia's lack of self ATK buff (her S2 is not enough) + extended Full Burst actually sabotage the team in later Campaigns; she can't clear mobs fast and also gimps her team's output. Sure, she is still good at dealing with projectiles, Glass (who has a hitcount shield), and Mother Whale, but there are better alternatives you can use—such as Rapi: Red Hood, Alice, Asuka, SBS, Ein, and RH. That doesn't mean Modernia is completely out of the picture, however, because she is still good for Campaign, just not used as often anymore by veterans. If you're a beginner, and you have her, by all means use her.

For Bossing, you don't want to use Modernia's Burst Skill, which is another problem here. She is fully restricted to off-burst (must run 1-1-3 or you lose damage; may not applicable to beginners without OL because Modernia will be reloading over and over, in which case bursting with her might actually yield more damage + if you don't have CDR, definitely burst with her to extend FB time). In today's meta, 1-1-3 is not as popular as it used to be, and teams revolve more around "specific units with specific supports" (e.g. SG/Cindy teams), 2 DPS with a broken Support to enable Crown, and most duo Supports (Maids, Tia Naga, Blanc Noir). But, you're right: 1-1-3 comps are still used. The problem? There are better off-burst units than Modernia. For Supports, units like SHelm, Maxwell, Red Hood (for alternate B1), HelmTr, Naga, and sometimes even Noir can out-impact Modernia. For DPS, there is Mihara, who is pretty much an upgrade over Modernia (the 2025's Modernia, in other words).

Does that mean Modernia is out of the picture for Bossing too? No. Well, you see, Modernia still remains one of the better Fire DPS due to her off-burst damage. In Fire-weak Solo Raids, for example, we can easily expect her to be used. This may not be true all the time, but even if she ends up not being used by top rankers, you can use her with no issue, esp. with Asuka and Rei (collab chars), who are two of her best supports right now. In other SRs, she definitely has no place anymore—but, if you don't have a complete roster, she is one of the best alternative DPS.

In PvP, Modernia is a bad unit but still usable for one certain purpose, but this is only for beginners since there are safer ways of doing the same thing in late game. You can use Modernia as off-burst to pressure P1, or grasps on Modernia's actual strength in PvP: her Burst hitting 2-3 targets at once (target + adjacents). When you don't have better units, this is extremely useful as it can slowly whittle down poorly set-up Biscuit comps and P1-tank comps. Her extended Full Burst also helps maintain team's damage for an extra 5s, but this is not good for veterans who seek double rotations.

Pros

  • Burst Skill provides constant mob clearing & projectile clearing (medium area around crosshair).

  • Burst Skill provides infinite ammo (good for beginners without OL).

  • Extended Full Burst provides extra Focus Fire duration, which may either help or cripple your team.

  • Extended Full Burst is good if you don't have CDR, so you can abuse FB bonus longer.

  • Self-ATK buff, albeit small, helps counter stat penalty to some extent (not enough for very high deficits, however).

  • Good burst gen for an MG user.

  • Counters Glass and definitely helps with Mother Whale.

  • Reliable off-burst single-target damage.

  • Still relevant for Fire-weak Bossing and has potential in Fire-weak Raids.

  • Good synergy with Asuka and Rei.

Cons

  • Modernia's extended Full Burst is not ideal for late-game players in Bossing situations.

  • Modernia's lack of massive ATK buffs maims her performance in Campaign—she can't kill mobs fast enough.

  • Modernia's extended CDR is not ideal for late-game Campaign, where fast rotations are desired.

  • Off-burst damage in bossing is not the best anymore—Mihara: Bonding Chain takes over the throne.

  • Off-burst DPS becomes harder to integrate in the current meta.

  • To make her relevant in the current meta, she needs perfect investments (as regards OL).

  • As an MG DPS that relies on Basic Attacks, she is heavily reliant on Ammo Supports/Reload Supports.

  • Very reliant on core to deal damage (MG users' inherent weakness but not all are severely affected).

  • Asuka and Rei were collab chars and are unobtainable anymore (unless rerun aka EVA 3 and only if SU wishes to do so).

Skill Investment

Here's the explanation for all the numbers and colors used in the guide:

  • 10/5/7 means upgrading Skill 1 to lvl 10, Skill 2 to lvl 5, and Burst Skill to lvl 7,
  • Yellow means the immediate investment when u get the unit. There are 3 reasons for this:
    • If the unit is Meta or High Priority, it will have a starting investment of more than 1/1/1 (such as 4/4/4) depending on what the unit provides.
    • If the unit is Medium or Low Priority, 1/1/1 will be mentioned, meaning no immediate investment is required, and you can invest in this character if you need to use it according to the priority listed.
    • If we deem that a unit does not have usable skills to be meta for any gamemode, no investment will be mentioned.
  • Blue means minimum investment to take advantage of the Nikke's skills. There are 2 reasons for this:
    • Sometimes, minimum investments are breakpoints such as for Noir or SAnis.
    • Sometimes, minimum investments are just the ideal way to progress to upgrade that unit, before moving on to Recommended and High.
  • Red means recommended investment for F2P players,
  • Purple means maximum recommended investment, in order to get the best out of the unit. You should only try to reach these investments if you have a surplus of Skill Books leftover.

More info:

  • The skill investment list below features a lot of Level 4 and 7 because they are easier to understand. Any higher levels will cost a new type of resource.
  • However, you may choose to upgrade to Level 5 if you need a stronger effect instead of 4, as the increase in Blue Manual cost from Level 4 to 5 is still low. The leap only starts from Level 6 onward.
  • There is also a leap from Level 3 to 4, so if you want to save a tiny bit of Blue Manuals, then leave at 3 instead of 4.
Gear Investment

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.

For OL targets and order of acquisition, we decided to divide the target effects into several categories.

  • Essential: With all gear combined, your unit must have the roll(s) prescribed as a minimum requirement. Example: Charge Speed on Alice. You cannot compromise on these rolls.
  • Ideal: These rolls will improve your unit's performance significantly. Aim for 2 lines of Essential/Ideal per gear for maximum performance and the best Return on Investment (ROI). If you get 3, you are lucky. You can choose to only have 1 as well to save materials. Example: Elemental Damage on Scarlet.
  • Passable: Low-priority line that has either limited value or the impact is not as strong as other rolls. Should this show up as a bonus together with a better line, you can choose to keep them. Example: Charge Speed on Red Hood.

Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.

Additional tips:

  • Priority (PvE/PvP) isn't necessarily lower than Priority (Universal), which has no tag/label. It just indicates that this unit performs only in select types of content.
  • If a suggested effect has the number ×2 next to it, that means you should get the effect on at least 2 gear. The same idea applies to other numbers.
  • Focus on obtaining Essential(s) then you can start worrying about optimizing your rolls. Units require these to function, and the impact is too massive to ignore.
  • If a unit has no Essential(s), that means their performance is not that dependent on OL, but they can still benefit from good effects.
  • Remember that this is just a recommendation list, and attaining perfection is impossible. You will have to make some compromise, pick whichever rolls you desire the most, and conserve as much material as possible.

Ammo is a must-have. Modernia doesn't want to reload, ever. Hit Rate is a niche roll for Modernia and can be ignored completely. There is only one situation where it comes into play and it is in Campaign, and only if you use Red Hood as Solo Burst 1 Unit, since there is a downtime between 2nd and 3rd Bursts where Modernia will not get the ATK buff from her Skill 2 otherwise. Crit Rate is also an okay roll but it is not ideal. It is ultimately better to get an Ammo, ATK, or Elemental roll for your Modernia.

Even when you haven't unlocked Overload, you would still want to rely on Bastion, because Mod can access Hit Rate whenever you are in Full Burst. You will have down time for ATK buff, but the gain from Bastion always makes up for the dmg loss of not having ATK buff.
