Review
Liter is a reliable CDR buffer with cover healing and powerful ATK buffs—and that is enough explanation as to why she is a meta unit. You see, cover heal is good for surviving long fights (usually boss battles) and helps avoid the use of healers, which adds slot pressure. ATK buffer like Liter's has a high value too, is based on the targeted unit's stat (which is better since usually it is Attacker's), and can be snapshot by Burst Skills, increasing its relative value. Some units (like MiharaBC) also scale very well on ATK, making Liter a good pairing for her. In addition, Liter also provides Max Ammo support, which is a little niche since it is only readily compatible with ammo refunders (e.g. Noir/Bunny Alice), but well-timed reloads can also benefit from it.
Now, let's talk about her CDR. We all knew Liter used to be very meta back in the day thanks to her utilities above + CDR. But, why is she seeing less usage by veterans in maxing content now (Anomaly Interception, etc)? That is because she got powercrept. You see, Liter's CDR is a stacking CDR, which takes 3 rotations to max out. This is bad because you get a choke in the first 3 rotations. The outcome of this phenomenon is that you usually lose 1 Full Burst rotation, which is a tremendous loss of damage. Not only that, other CDRs like Little Mermaid (Siren) and Rapi: Red Hood provide overall more damage themselves, which aren't big outside their respective elements but can add up pretty quickly. Sometimes, their buffs (ATK Damage & Damage Taken) scale better on some units too.
But, is there any good way to stacking CDR? Yes! Stacking CDR has a higher peak (8.2s CDR) as opposed to the usual 7~7.5s exhibited by other CDRs. This means you can actually rotate 15 times instead of the usual 13~14 times, which makes her previous weakness obsolete! But, how to do this? Well, the thing is it's nearly impossible to do without the help of burst gen support. That's where Grave comes into play. After each Full Burst where she Bursts, she immensely buffs the burst gen of the whole team, allowing the team to enter the next rotation faster and in less than 2s on optimal gameplay! That's why you often see them together in Solo Raids; they are just meant to be together.
All in all, Liter is still a reliable CDR despite not being the first pick anymore in most situations. She is still used all the time in Raids, which says a lot of things. She did a lot—and now it's time for grandma to rest.

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.
For OL targets and order of acquisition, we decided to divide the target effects into several categories.
Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.

Assault Cube helps SMG wielders to actually hit something past Near range. While the Resilience Cube is a generic DPS increase (but it's better in scenarios when you fight stuff only in Near range as there Hit Rate isn't that useful). Wingman is a good alternative to both.
