A great deal of her core damage abilities are ranged.

Carlotta is a 5-star Glacio Pistol wielder who specializes in dealing incredible Resonance Skill-focused damage while playing from a distance. Similar to characters like Camellya or Jiyan, Carlotta is a Hyper Carry DPS with monstrous damage and high field time requirements. She operates best in teams that can stack buffs on her just before she executes her burst damage rotations.
What sets her apart from the rest of the crowd are her Element and Weapon Type. Carlotta is the first dedicated Limited Glacio DPS in the game and further, she’s also the first 5-star Pistol user, breaking new ground in both categories. In addition, unlike most other characters, Carlotta gets to use her Resonance Liberation up to 6 times in a row instead of a measly 1, allowing for some tremendous flurries of burst damage when set up correctly. Lastly, most of the strongest DPS at the time of Carlotta’s release are Melee-focused while she brings ranged capabilities to the table and does so without sacrificing any damage potential.
Carlotta is a character that is all about set-up and execution -she has multiple resources and features long cooldowns but has huge damage potential which makes lining everything up just right incredibly important to achieve. The name of the game when playing her is to accumulate her primary resource and Forte Gauge i.e. “Substance” and consume it to launch an empowered Heavy Attack whilst gaining a tremendous buff to Resonance Liberation focused abilities. After that, you unleash the big guns and fire off all 6 charges of her Resonance Liberation. The rest of your field time will be spent in setting up that with her abilities and the rest of your team. So without further ado, let's learn exactly how to do that.
First up, the most important thing is her Resonance Liberation which encompasses 3 separate abilities and a debuff. Upon activating the Liberation, Carlotta fires a large AoE Glacio blast at enemies and then activates “Twilight Tango" - a special state allowing her to access her other two Liberation abilities. While in “Twilight Tango” your next 5 Normal Attacks or Resonance Liberation casts are converted into alternative abilities. The first 4 are turned into “Death Knell” - a long-ranged Glacio Musket shot. Firing Death Knell accumulates 1 Meta Vector and upon gaining 4 Meta Vectors your next and last shot is enhanced into Fatal Finale (a huge AoE Glacio blast that concludes “Twilight Tango” and Carlotta’s Ultimate). You’ll be using all of these shots back to back and here is how it should look:

Each of these shots, despite being Resonance Liberation abilities, is actually considered as Resonance Skill damage making building amplification and increases to this damage type a must-have for Carlotta.
Also included in her Resonance Liberation is “Deconstruction” - a debuff originally only accessible via the initial blast of her Liberation: Era of New Wave, but is extended to many more abilities thanks to one of her Inherent Ability. “Deconstruction” causes all damage you deal to affected enemies to ignore 18% of their DEF. This debuff lasts for 4 seconds but with the Inherent Ability active, it should always be active. “Deconstruction” can be applied by the following abilities:

Her Forte Gauge, “Lethal Repertoire” allows her to accumulate up to 120 “Substance” - a resource that can be acquired via a number of her abilities. While holding the maximum amount of “Substance” (i.e. 120), Carlotta gains “Final Bow” and activates “Tinted Crystal” gaining access to an empowered Heavy Attack, “Forte: Heavy Attack: Imminent Oblivion” which deals Glacio damage (considered as Resonance Skill DMG), reduces the cooldown of her Resonance Skill and places “Tinted Crystal” on cooldown for 22 seconds.
First, let’s begin with “Final Bow” which just like “Twilight Tango” is another state and is intended to be stacked together. “Final Bow”, when active, grants all three of Carlotta’s Resonance Liberation abilities an 80% increase to their damage multipliers which at max rank looks like this:

It goes without saying, but this increase is huge as it approaches almost double the base damage. Because of this, lining up gaining “Final Bow” alongside your Resonance Liberation is an absolute necessity. Unlike “Tinted Crystal”, “Final Bow” has no cooldown but will be removed when she is swapped off the field or after “Twilight Tango” ends.
Imminent Oblivion is always worth using when available, as it is a powerful part of her strongest burst rotation, due to it reducing the cooldown for Resonance Skill, allowing her to finish the combo by setting up the next one, which we’ll be covering soon.
However, to access all of this, we need “Substance” and a way to generate it. Carlotta has primarily two ways to accumulate “Substance”. The first method is straight up via using abilities whereas the second is to consume “Moldable Crystals” - a resource that is generated and consumed in order to either generate “Substance" and or to enhance other parts of her kit. Carlotta can maintain up to 6 “Moldable Crystals” on the field at same time. Each of the following abilities listed, generates 3 “Moldable Crystals” when used:

That is indeed a lot to take in, but to summarize it: Generate “Moldable Crystals” with abilities and consume them with others in order to generate 120 “Substance” to unleash a full powered Resonance Liberation. Once the rotation is fully laid out both “Moldable Crystals” and “Substance” will make more sense but first, let's discuss the rest of her kit.
The final thing to note about Carlotta’s Forte is that she cannot gain “Substance" while in her Resonance Liberation “Twilight Tango” state and upon entering “Twilight Tango” will remove all “Substance”. As such, avoid activating Resonance Liberation before hitting 120 “Substance” in order to ensure access to “Final Bow”. Furthermore, also make sure that you consume “Substance” before activation of “Forte: Heavy Attack: Imminent Oblivion” so as to not to waste it.
Carlotta’s Basic Attacks as we’ve seen above are capable of generating and consuming “Moldable Crystals” in order to generate “Substance" but are in fact not commonly used in her main combo (with many of the more streamlined versions actually excluding them all together). That said it doesn’t make her Basic Attacks useless. In the event you need damage outside of Carlotta’s main burst combo with a long cooldown, these can fit that purpose. Also when using some weapons and or in some combat scenarios they can fit in the main combo allowing certain issues to be solved more neatly.
If you intend on using them though the main things to know outside of the standard affairs are:
She has two sets of Basic Attacks - one to generate “Moldable Crystals” and one that activates when they are active and consumes them.
She has two Mid-Air attacks - a standard plunge and a Follow-Up that can be executed immediately after.
She also has two Heavy Attacks - a standard one and one that can be activated at the cost of consuming 120 “Substance’ if “Tinted Crystal "is on a cooldown. On using this ability, just like Imminent Oblivion, it will lower her Resonance Skill Cooldown by 6 seconds.
Unlike her Basic Attacks, Carlotta’s Resonance Skill is used constantly and is your main source of consuming “Moldable Crystals” and generating “Substance”. Her Resonance Skill comes in two parts - Art of Violence and Chromatic Splendor, which as we’ve already learned generate and consume “Substance” and “Moldable Crystals”:
Skill: Art of Violence - Generates 3 “Moldable Crystals”
Skill: Chromatic Splendor - Consume all “Moldable Crystals” gaining 10 “Substance” Each
Both of these skills are a package deal and share the same 14-second cooldown. After using the first skill, Art of Violence you’ll have a short window to activate Chromatic Splendor before the Resonance Skill is placed on cooldown, additionally swapping-out Carlotta before using it will also place it on cooldown wasting the second part. With this knowledge, we have now the next part of our combo and the backbone of our “Substance” generation covered:

Skill: Chromatic Splendor - (Consume 3 “Moldable Crystals”for 30 “Substance”)
To push this further we need her Intro skill Wintertime Aria which not only grants 30 “Substance” straight up but also spawns 3 “Moldable Crystals”. If we throw this in the mix we get:

This combo alone grants us 90 out of our required 120 “Substance” leaving us just 30 short. The final 30 is where the earlier set-up on Carlotta comes into play. There are two ways to gain the final 30 needed. The first is to leverage the 6-second cooldown reduction from her Forte-empowered Heavy attack and finish her combo with a double Resonance Skill use the second is to start the fight with a double Resonance Skill use then swap to your other teammates while it comes off cooldown instead. In reality, you’ll be using both of these methods!
Bringing it all together here is how we’ll combine all of Carlotta’s abilities to form her main rotation. On your very first rotation while at 0 “Substance” and without her Intro start the fight with the following to generate 30 “Substance”:

By combining the set-up and full combo you’ll be able to establish enough “Substance” and keep it rolling throughout the fight whilst using only the most potent abilities available in Carlotta’s arsenal. This combo also lines up perfectly with many Support characters' abilities allowing lots of buff effects to be stacked during its duration increasing its damage potential even further.
In conclusion, Carlotta is a set-up and destroy specialist with a huge amount of damage at her disposal. A tremendous amount of her damage is considered Resonance Skill damage making building Echoes, Weapons, and most importantly teams around her efficient and effective. At the time of her release, she’s definitely the premiere Glacio and Ranged damage specialist, while also putting up a great fight for the very top of the DPS meta.
This tier list assesses characters based on their combat potential in Wuthering Waves current most demanding content Tower of Adversity (ToA). ToA is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, strong Echoes and good Weapons. This mode offers a reasonable mix of Boss encounters (single target), Elite packs (2-3 targets) and AoE scenarios (5+ Targets), allowing multiple characters to find a niche but in the end, there's a bias toward single target focused characters at the top-end.
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

The percentage numbers showcase the relative DPS increase when you take into account the set bonus only. For some characters there's no DPS (or its equivalent) available and in that case we listed the sets in the order of priority.

Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important - if you can't consistently perform the character's rotation, their damage will suffer.
As usual, don't compare the numbers between characters - especially between Main DPS and Hybrids as they fulfill different roles in the team.

When selecting the rotations we prioritized achieving 100 Concerto as fast as possible and once that condition was fulfilled, we focused on maximizing the damage output. As or if new and more optimal rotations are found, we'll update the characters calculations as needed. Listed character calculations are done without buffs or any damage contribution from teammates (full solo). They only include what the character, their Weapon, Echo and gear are capable of during their ideal Burst or Concerto rotation when starting with their Intro and Resonance Liberation available.
Do note that DPS and DMG aren’t perfect metrics for a character’s individual value and should be taken with a grain of salt.Anything pertaining a character’s relevance in the meta is addressed in our Review and Tier List, which the numbers below shouldn’t be used for as an end-all-be-all to. Instead, DPS and DMG are good metrics for a character’s sequence value and comparison between an individual character’s different rotations. We recommend using those metrics for such purposes.
