Balance demands both charity and reward. Fuqiu deals 240% damage to a single enemy and increases 2 random allies' Turn Meter by 10%.
Brocade: Each time an enemy ends their turn, if Fuqiu does not have [Moonlit Veil], increases her Turn Meter by 8%; if she already has [Moonlit Veil], reduces her Turn Meter by 8%.
Level 2: Increases damage multiplier to 220%.

As water flows, the moon cycles through its phases. Fuqiu applies a 2-turn [Shield] equal to 24% of her Max HP to all allies, applies 2-turn [Moonlit Veil] to herself, and applies 2-turn [SPD+] to other allies.
Level 2: Shield amount increases to 22% of own maximum HP.
Level 3: Increases the effect of Turn Meter+ to 12%.
Level 4: Shield amount increases to 24% of own maximum HP.
Level 5: Healing effect increases to 8% of target's maximum HP.

Fuqiu is a Hollow affinity Animus, acting as a hybrid Sustain/Support, and working well in both aspects thanks to her powerful unique Buff.
Let’s first talk about that Buff, [Moonlit Veil], that Fuqiu applies to herself for 2 turns via her S3:
Whenever an ally ends their turn or takes damage, the [Moonlit Veil] effect triggers on them, increasing their Turn meter by up to 12% and healing them for up to 8% of their max HP. This effect can only be triggered once per turn for each ally and enemy independently, so taking damage during your turn and then ending your turn won’t activate the effect twice. What’s possible, however, is for the same ally to be hit by multiple enemies during the foes’ turns and trigger the effect once every time, while still being able to trigger it once more once said ally takes their turn.
Unlike her allies, when Fuqiu triggers the effect, she gets healed but doesn’t get any turn meter boost. Instead, her turn meter manipulation comes from her S1 passive.
Speaking of her S1, Fuqiu’s Basic Attack is a simple single-target ability that increases the Turn meter of 2 random allies by up to 10%.
The passive tied to it either increases or reduces Fuqiu’s turn meter by up to 8% whenever an enemy ends their turn: if she does not have [Moonlit Veil], her turn meter increases. On the other hand, if she does have the Buff, then her Turn meter decreases.
Both of these effects work in Fuqiu’s favor. While she doesn’t have [Moonlit Veil] her S1 will continually boost her turn meter until she can re-apply it. While she does have it, the S1 will continually reduce her turn meter, maximizing the buff's duration and delaying her action, thus extending its uptime.
Fuqiu’s S2 is a 3-hit single target attack, where each hit triggers the [Moonlit Veil] effect on the ally with the lowest HP percentage. This is the only way for the Buff to trigger multiple times in one turn for an ally, offering burst healing and turn meter generation at once.
Even though both S1 and S2 are powerful effects, it’s Fuqiu’s S3 that makes her shine. By using the skill, every ally instantly receives a beefy [Shield] equal to a percentage of her own max HP - which is ideal to protect squishier Animuses - and everyone except Fuqiu also receives a 2-turn [SPD+]. Last but not least, as we know, Fuqiu grants herself [Moonlit Veil] for 2 turns, making S3 the core of her kit for both sustain and support.
Bringing it all together, Fuqiu’s game plan is simple. Establish [Moonlit Veil] quickly at the start of the fight and keep it active on herself for as long as possible so her team can gain maximum benefit from its effects. As a secondary objective, Fuqiu would also appreciate keeping her SPD buff and Shield active as long as possible as well.
While Skills levels aren’t as important on Fuqiu as others, they still remain useful as all the values of her Sustain/Turn meter manipulation are improved by leveling up her various Skills.
Let's talk about her performance now:
In PVE, Fuqiu stands out as a versatile Buffer/Sustain and is fit for pretty much any kind of content. Even if you don’t need much Sustain, her Turn meter generation and [SPD+] remain great assets.
In PVP, she can find a place in bruiser-based teams, thanks to her solid Healing, Shielding, and turn meter boosting. Unlike Valerian however, she doesn’t offer any way to cheat death, much less doing so at the start of the fight, and she also doesn’t provide any offensive buffs which can limit her usage in fast and hard-hitting teams.
Overall, while her kit is powerful, it can be directly interfered with via [Silence], [Stun], and [Freeze]. In that sense, without immunity, control units are the natural enemy of Fuqiu, and without a debuff cleanse of her own (something many other sustain characters have), her teammates may be in trouble as well.
Great teamwide healing and solid shielding.
Very good turn meter generation for the team.
Works fine even at low skill levels.
Has a somewhat consistent SPD buff - something rare on the sustain role
While [Moonlit Veil] is active, Fuqiu’s turns become sluggish, limiting her shell options and uses.
Split between wanting to be built fast for [SPD] and shield uptime, and wanting to be slow to maximize [Moonlit Veil] uptime.
No debuff cleanse while filling the sustain role.

The builds below are tailored more toward PVE and we only mention PVP in some places - like for alternative Shells or Module choices. But PVE is our focus.

Each time the owner Animus heals, stores 35% of the healing and 70% of the excess healing. Before the owner takes action, if any ally's HP Percentage is below 60%, heals all eligible allies equally using all stored healing.
A healer specialised Shell that tracks 35% of all healing and 70% of all over-healing done by the wearer. When allies fall below 60% HP, it will heal them and all other eligible allies, depleting all currently tracked healing. Summed up boosts healing by 35% and saves 70% of all wasted healing, making this a potent sustain option.
Fuqiu's healing can often be wasted due to her shielding and the fact it occurs partly on allies turns. This combined with the fact Fuqiu's team is mostly vulnerable while her Moonlit Veil isn't active makes Fortissimo a good sustain focused choice for her. This shell will store healing wasted while allies are protected by Moonlit Veil to be used while it's no longer active, smoothing out survivability.

For every 3 actions accumulated by enemy units, increases the owner's Turn Meter by 35%, and can be triggered up to 1 times per turn.
Grants the wearer a 35% gauge boost for every 3 enemy actions that occur, once per turn. A solid choice for Supports in content that sees multiple enemies acting per one turn of the wearer. Loses value against singular enemies or enemies that move slowly or not at all (due to control effects).
Works alongside Fuqiu's existing 8% gauge boost to allow her to heavily cut in on enemy turns. This shell can help slow Fuqiu's move earlier in a fight, providing you can survive the first wave of enemy attacks and allows faster Fuqiu's to keep pace with quicker enemies in order to maximize her shield and SPD buff uptime. Carries the downside that when it triggers during Moonlit Veil's duration it may reduce its uptime.
Best Module Sets:

Before the main body acts, it increases its [DEF] by 700 for 2 turns, and applies a [Shield] equal to 400% of its own [DEF] to the main body Animus, and the Animus ally with the lowest current HP percentage for 2 turns.
Cannot stack with similar effects applied by other Shells.
Grants the wearer 700 DEF for 2 turns, as well as applying a sizable shield to an ally for 2 turns. It has a 1-turn initial cooldown, but after that, it will maintain the 700 DEF buff 66% of the time and keep the shield active often. Primarily used on dedicated DEF scalers.
Grants your Fuqiu exceptional personal defense while also granting another team mate a huge 2-turn shield, improving your teams survivability dramatically. The downside of this shell is that it doesn't align with the HP scaling portion of Fuqiu's kit requiring her to stack DEF instead of HP. Use both sets at 12-PC and skip the 6-PC set.

When the owner Animus is about to die, halves their current Turn Meter, removes all effects on them, recovers 60% of their Max HP, and puts them into a 1-turn [Iced] state.,
The cooldown of the skill can't be reduced.
Allows the wearer to cheat death once every 6 turns. Upon dying, they will instead recover 60% HP and enter a special state, becoming immune to turn meter reductions, debuffs, buffs, and also gaining 200% increased DEF until the start of their next turn. A powerful option for keeping vulnerable high-value units alive in PVP.

Before the owner takes action, if the owner has any debuffs, dispels 2 debuff(s) and increases their Effect RES by 25% for every 1 debuff(s) dispelled, lasting for 2 turn(s).
A PVP-focused shell option offering a 2-turn debuff cleanse and up to 50% Effect RES at turn start with a 4-turn cooldown. A solid option for characters who need to ensure they aren’t taken out of the fight by stuns, freezes, or other debilitating effects on their opening turn.

Triggers when the main body takes DMG greater than 25% of Max HP within a turn, healing the main body for 25% Max HP and increasing Turn Meter progress by 25%.
A strong personal sustain option for characters, granting them a 25% max HP restore and 25% gauge boost upon taking hits within a single turn greater than 25% of their max HP (on a 2-turn cooldown). Has situational use in PVE but shines the most in PVP, granting your teams extra healing and gauge boost on a semi-frequent cooldown.

A potent specialist option for supports, allowing cooldown times to occasionally be reduced. Though requiring 12 Matrixes to fully activate puts it in conflict with the universal 12P Swiftrush set, forcing you to skip on the full effect of Swiftrush, opting for 12P Timeweaver 8P Swiftrush and 6P inferno instead. A top priority matrix set on Fuqiu due to it being able to reduce the cooldown of her S3, thus improving the uptime of her Moonlit Veil, shields and SPD buff boosting her sustain and supporting capabilities dramatically.

The go-to set for most Supports thanks to its massive Speed boost, allowing for faster cycling and priority in the initial turn order. An option for those looking to build toward faster Fuqiu builds, less useful for those who aren't.

Potent set for boosting healing output. The go-to 8P option for all characters looking to maximise their sustain and don’t have a need for another 8P. A 25% healing boost for Fuqiu's passive healing - a good choice if you're aiming to use her as your primary sustain unit or want to maximize her ability to keep the team alive.

A powerful specialist option for Supports and, in some cases, DPS characters. When used in PVP, it can allow you to ‘catch up’ against teams that move before you, giving you a chance to fight back. In PvE, it can be a strong gauge boosting tool in fights against many enemies or bosses that hit your team incredibly frequently.

6/6: Healing Effect +12% & Effect RES +20%
A no-speed sustain-enhancing choice for your Inferno 6P set. It may need to be used to work around shell restrictions, or if SPD isn’t a priority, and you would instead prefer more defense and healing output. Increases Fuqiu's healing ratios, making it one of her top options if you're able to fit it into your build.

A non-speed alternative to Swiftsmite offering HP% instead. Usually not the preferred option, but may need to be used to fit within shell restrictions. It may also be used on HP stackers or tanky builds.

12/12: Effect RES +18%. When the total DMG taken in a turn exceeds 20% of Max HP, the excess DMG is additionally reduced by 55%.
Exceptional anti-burst defensive set, most notably used in PVP to prevent enemies from one-shotting your team with aggressive combo compositions. It can also be used in specific PvE encounters, but it is far more niche.

8/8: HP +10%. At the start of each wave of battle, grants Immunity for 1 turn. Immunity = [Cannot be inflicted with any debuff].
Grants immunity to the wearer at the start of battle, protecting them from controlling effects. Primarily used in PVP to counter control compositions dominating your team - more of a niche pick in PVE.
SPD (Until desired breakpoint if any) > HP% > DEF% > HP > DEF
Fuqiu has four stats to pay attention to across gear:
Upgrading Fuqiu's advancement from 9% to 12% is her first priority. After that it will depend whether you're aiming for a faster or slower Fuqiu. When building her faster we recommend investing into S1 while also maxing out S3 if you need more sustain. When playing her slower you have much more freedom, you can bypass S1 and max S3 first or invest into S2 as well.
