Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero’s most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Endgame Modes
Applies a sizable team-wide Shield when executing his EX combo.
Grants all other Fire and Belobog agents 16% Crit Rate while Shielding them, allowing him to stand out from other Stun and Defense-based characters.
When paired with Koleda will modify and significantly improve her Ultimate and Enhanced Basic Attacks.
Has far slower Movement Speed than any other character in the game making main fielding him cumbersome when moving around and not attacking.
Despite having the potential to be played as a Daze character has less base Impact and no additional bonuses to his Daze potential in his kit causing him to fall noticeably behind dedicated Stun characters in the role.
There's a limited amount of teams that can make use of his kit.
Ben is a Fire Defence Agent who does a little bit of everything: he can be run as a main damage dealer, as a filler option for Daze build, and even as a pseudo-buffer owing to his Additional Ability.
In practice though, he tends to work best on the role of damage dealer. While he does fall far behind other traditional Attacker, Rupture or Anomaly Agents, he can benefit from strong teammates that can enable him and allow for decent clears.
Ben’s Core Passive is strictly a stat booster: up to 80% of his DEF is converted to ATK, and on top of that if he executes an EX Special follow-up attack, he will bestow a shield on the whole team, scaling with his DEF stat.
Despite this conversion, if being built for damage, DEF is still behind offensive stats, such as ATK %, CRIT DMG or CRIT Rate, but at the very least it helps avoid it being a dead stat as is the case for many other Agents.
It’s his Additional Ability that outright buffs teammates (and himself!), which bestows a 16% CRIT Rate boost to all characters protected by his Core Passive’s shield, triggered by Fire or Belobog Heavy Industries Agents in the team.
Note that this is strictly the shield from his Core Passive and not any shield!
There isn’t anything all that remarkable about Ben’s Basic Attacks, being a 3-part string with an incredibly slow animation on its 3rd hit.
It does have decently high multipliers, but it deals only Physical DMG, so it doesn’t benefit from Fire bonuses that would be common in his teams. Its only real purpose is to help fuel Ben’s resource needs, so it does see use despite it being lacklustre, as much of his damage rides on EX Specials and Ultimates.
Both Special and EX Special are block skills, which are upgraded to stronger forms if enemies hit Ben while they’re active.
Whenever either skill is used, he enters a “Blocking Stance”, which has a brief moment of invulnerability on activation that is followed by a shield that decays with time. If any attack lands during the Blocking Stance, it will trigger a “Block Counter” that deals damage, which is further enhanced by his M2 and - if triggered during the invulnerability phase - his M4 as well.
For his EX Special in particular, Ben expends 30 energy to activate it, but he can then spend another 30 for a powerful follow-up attack, which is what triggers his Core Passive. If at M6, then it will also bestow him with a buff that increases the Daze build of his Basics and Dodge moves by 20% for 12s, but note that the M4 damage increase does not apply to said follow-up.
Unlike his regular Special, which only has the Block Counter for additional damage, if Ben is hit during the invulnerability or shield hold of the Blocking Stance, the EX Special’s follow-up attack gets upgraded, with a new animation and stronger multipliers on top.
It also has a very high interrupt level, which can make it situationally useful against certain enemies.
None of Ben’s Dodge skills are remarkable, however as his Special Block Counter does not generate any energy, it can often be preferable to rely on Dodge Counters over Specials for resource generation.
As is standard for Defenders, Ben’s Defensive Assist consumes only 1 Assist Point instead of 2, but aside from that has no noteworthy characteristics. His Assist Follow-Up can see occasional use, having surprisingly decent DMG and Daze multipliers on top of the Decibel generation it provides.
Ben’s Chain Attack is a good source of Decibels and deals a decent amount of damage, but unfortunately has a very aggressive knockback to it which can make it unwieldy. This means either having Ben not be the last character in a Chain Attack sequence so that he can be swapped in easily, or making use of dodges to gap close after so as to not have attacks miss.
As far as Ultimate goes, it’s got no standout features, but it does hit hard, being one of his primary sources of damage throughout a fight.
Ben tends to take an on-field role, as it gives him plenty of opportunities to build energy and make use of his EX Special Block Counter. He doesn’t constantly remain on field though, as his slow Basic 3 animation is a good opportunity to swap cancel to other characters for daze and damage.
As he can shortcut into Basic 2 from his EX Special Block Counter (no follow-up attack needed!), it’s an effective way to speed through to the better parts of his string, helping recover the expended energy faster.
Much of his gameplan adaptations ride around managing resource generation and Woodpecker stacks if the set is being run. This can involve quickswapping out of Ben shortly after starting attack animations to maximise energy gain, mixing up Dodge Counters with EX Special Block Counters to maintain Woodpecker stacks, or making use of dodges and Block Counters to animation cancel is Basic 3 animation if not swapped out of for faster transitions.
Ben will want as much energy as possible going into stuns, to be able to make use of at least 2 full EX Special casts during it:

Even without Dialyn, these rotations can follow broadly the same route, with Ben’s Chain taking place instead of the Ultimate conversion.
Basics are used before EX Specials to help maintain Woodpecker stacks, and where possible, Stunners should be using their own EX Specials prior to stun start for King of the Summit, although the refresh halfway through with their Chain Attacks makes it easy to upkeep during the combo itself.
Once over, repeat the process of building energy, Decibels, and pushing through to another stun to burst again.

Inferno Metal is both incredibly strong - owing to the sheer amount of CRIT Rate that it provides - and incredibly niche. Even on full Fire teams it doesn't have enough uptime to justify its use, but if running with units that have especially good Anomaly Build-up, like Yuzuha or Burnice, it can be the better pick.

Woodpecker Electro is Ben's best general option. It does require some degree of management by making use of Basic Attacks before EXs and Ultimates in stuns, but overall provides a solid consistent increase in damage that's up for both in and out-of-stun when properly worked around.

Puffer Electro is an option reserved for Dialyn teams, as early Chains on Ben means that he is able to get its buff up early and then further extend it with his own Ultimate during stun. When running with Dialyn, it should be the optimal pick, but only with her, as the combination of low uptime and late in-stun Ultimate use generally hold it back if no Ultimate conversion is available.

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
ZZZ has changed a lot from 1.0 - many new mechanics, enemies characters have been introduced and biggest of all the game has a new competitive endgame mode Deadly Assault. Deadly Assault is based around dealing as much damage as possible in 180 seconds, because of this we're changing our calculation style away from a focus on burst to instead focus on extended fights over 3 minutes (180s). Also, many Mindscapes, Disc Drive and W-engine calculations can meaningfully change when factoring in the buffs of an Agents best team, for this reason we're also adding a new feature, allowing you to see damage output with one of the agents best teams buffs factored in.
