When Soukaku launches Fly the Flag, her ATK is increased by 10% up to 500, for 22s. When consuming Vortex during Fly the Flag, the ATK increase is doubled, up to a max 1000. This buff given can be passed along to characters switching in via Quick Assist or Chain Attacks triggered by Fly the Flag, and it refreshes the duration of the buff.

Gains a buff that grants herself an absurd 1000 flat Attack that can be transferred to the next character that switches in after using Fly the Flag normally or as a part of a chain skill. Transferring this ATK buff to your main damage dealer makes Soukaku one of the most potent supports in the game for this alone.
Grants the team 20% additional Ice damage after consuming a full set of 3 Vortex charges - something that can be done easily and continually after a short ramp-up time at the start of the fight.
All buffs Soukaku applies last a long time meaning they can be maintained indefinitely if managed carefully.
Deals a strong amount of Ice anomaly with most of the attacks she uses when played as a dedicated Support, allowing her to help Freeze and Shatter enemies interrupting their movement and sometimes extending stun durations.
Despite having an Ice-themed additional ability can still be used to support non-Ice damaging characters thanks to her incredibly powerful 1000 possible flat Attack buff.
Requires a high amount of personal Attack in order to gain and grant her most powerful 1000 flat Attack buff to herself or allies.
When activating Fly the Flag to gain her flat Attack buff Soukaku is only capable of gaining the full 1000 potential flat ATK if she consumes 3 Vortex charges which must first be built by using her EX. Casting Fly the Flag without consuming Vortex Charges will only grant 500 flat ATK.
EX ability feels sluggish to use, opening up Soukaku to getting attacked while using it. While this is a problem it can be mitigated by immediately switching after using the EX.
EX does not grant a quick assist to the next character like most other support characters. Instead, Soukaku’s quick assist is tied to her Fly the Flag ability which is accessed by holding down the Special Attack regardless if she has enough energy or not.
This tier list assesses characters based on their combat potential in Zenless Zone Zero’s current most demanding content, Shiyu Defense (SD). SD is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, Disk Drives and good W-Engines. This mode offers a reasonable mix of Boss encounters (single target) and Elite packs (2-3 targets), allowing multiple characters to find a niche but in the end, there is a bias toward single target focused characters at the top-end and tier list ratings will reflect that.
Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

Best set for Supports aiming to support direct damage dealers or Anomaly characters that do not require the buff from Freedom Blues. Grants the entire squad a 15% DMG increase for 12 seconds following a Chain Attack or Ultimate. Almost always activated via a Chain Attack which perfectly buffs all allies right before the team's largest damage window during stun.

Rotation & Teams
Soukaku is Ellen’s best support, offering her strong damage gains throughout her kit. The biggest benefit Soukaku offers Ellen is her amazing 500-1000 flat ATK buff which she gains but can transfer to another character via a Chain Attack or Quick Assist. If setup right, it’s incredibly easy to grant Ellen a full powered 1000 ATK bonus right as she begins her burst combo, massively boosting her damage. Soukaku offers Ellen yet more buffs though thanks to her Additional Ability which when played around coorectly will grant Ellen an additional 20% Ice damage on top of all this. Finally Soukaku contributes an excellent amount of Ice anomaly while performing her standard supportive duties, leading to faster and more frequent enemy Freezes.
If a column has multiple characters, the bigger one is the priority choice for the team while the smaller ones are alternatives. If they are the same size, either of them can be used.
